Research On Project Management Model Of Urban Underground Pipe Gallery Construction Based On PPP Model

In recent years,with the constantly advancing of new urbanization in our country,one is that the proportion of urban infrastructure investment in China is still increasing,the second is that the central government has proposed new measures to effectively prevent local goverment debts,all local governments are currently confronted with the same development problems.In face of major changes in macro-policy and the actual needs of local economic development,it is necessary to explore new construction and development modes to resolve local debts and ensure steady growth of local economy.At the same time,as a new economic growth point of the country for the past few years,the investment and construction of infrastructure projects has stimulated the economy moreover provided service guarantee for local construction.Urban comprehensive corridors have gradually risen in recent years,and have been vigorously constructed in many cities throughout the country.This article is based on the analysis and research of PPP construction management model as the main article.In this paper,firstly,the function of PPP financing mode in application on the resent construction field in China is expounded,and then the evolution of domestic and external financing mode of PPP development,theoretical research and practical application etc.,are analysised and collected.For the traditional mode of financing and investment management,the problems in management,low efficiency,single source of funds and intentional prevarication phenomenon are serious,and from the current situation of PPP application at home and abroad,the new financing model can not only avoid these problems,but also help the introduction of private capital and broaden the channels of funding and safety,improve work efficiency and reduce the risk.Based on this,this paper combined with the inspiration and reference of domestic and overseas application of PPP mode,apply the PPP financing management in the model to the actual projects of "Underground composite pipe gallery of Shenyang" and "Underground composite pipe gallery of Harbin".Through the destruction and analysis of the business model,management model,legal relationship,organizational structure and others of PPP mode,this paper puts forward the corresponding countermeasures in the field of infrastructure construction by applying PPP mode in the aspects of capital channel,management mode and financial risk.In strong support of underground composite pipe gallery construction,this paper also provides a valuable reference proposal for the national strategies such as "revitalization of northeast old industrial base" and "revitalization of Northeast" in exploring new financing modes and the effective participation of social capital in infrastructure investment,construction and operation.
