The Belt and Road power project is the main advantage of China’s global project contracting areas.In the context of the slow growth of the global economy,the prevalence of international trade protectionism and the overall contraction of the international engineering market,the Belt and Road initiative is being promoted in a comprehensive and in-depth manner,and the scale of economic development,infrastructure and connectivity construction in countries along the route is further expanding.In recent years,along with the decline in international commodity prices,the fiscal revenue of some countries has fallen significantly,and the operating difficulties of our engineering enterprises are increasing.In order to cope with the new market situation,the development model of investment and financing,business integration,etc.has become a new revenue growth point in the engineering industry.Several power enterprises actively carry out mergers and acquisitions,exploring investment-led participation in projects in the field of power engineering and construction has achieved positive results.This study takes the development of China’s power engineering foreign development cooperation in the context of the Belt and Road Initiative as the object of research,and first analyzes the basic situation of the Belt and Road Initiative,the main features of the international development of power engineering projects,and the development of the international project development model.Combined with the basic theory of comprehensive evaluation,it predicts the trend of foreign development cooperation and the development of electrical engineering in China.The analysis of the global international engineering market in recent years,the competition situation of important power engineering enterprises and the external power engineering development and business situation,summarize the current situation of China’s power engineering project development and cooperation.The analysis and combing of the global international engineering market development status,the competition situation of important power engineering enterprises and the external power engineering development and operation situation,and summarized the development status of China’s power engineering project development and cooperation.Secondly,the development level indicator system of China’s power engineering project development cooperation was constructed,the development level model evaluation model was constructed using the model structure based on the information entropy synergy TOPSIS theory,the business performance of China’s foreign contracting industry in the past five years was collected and combed,and empirical calculations were carried out,on the basis of which the results were analyzed;the basic principle of PEST analysis was combed,the main factors were analyzed according to the development characteristics of the international power engineering market,the regional selection evaluation indicator system of the power engineering market based on the PESTR model was constructed,and the national data collection strategy of the Belt and Road countries under this indicator system was studied.A selection evaluation model based on a hierarchical analysis method synergistic radar map matrix was constructed and weights were calculated in conjunction with the collected data.On this basis,five Belt and Road case countries were selected for fundamental analysis and model data collection,and regional selection evaluation empirical calculations and conclusion analysis were carried out.Finally,the development status of the development cooperation model with power engineering contractors and power asset operators as the core and the development cooperation model with power asset operators as the core,and the SWOT model is constructed to compare and analyze the internal advantages and disadvantages,external opportunities and risk factors of different cooperation models in the context of the Belt and Road,and to propose strategies for model innovation,system design and financial and tax support.In order to give full play to the advantages of China’s power industry on the Belt and Road power project development,this study combines qualitative and quantitative analysis from multiple angles,providing a reference for China’s power industry investment,construction,and operation of the Belt and Road power project.
