As the core of the new urbanization of the country, the metropolitan area plays a pivotal role in promoting economic and social development. However, the metropolitan area has the same homogeneity, excessive competition, and the core cities are not strong. The structure of the metropolitan area is loose and so on.Therefore, scientific understanding of the natural laws of the formation and development of the metropolitan area, quantitative measurement of the development of the metropolitan area and the division of labor and cooperation, and then "the right medicine" is particularly important(Fang Chuanglin,2015).The agglomeration and diffusion of industrial economic activities is the driving force of the development of the metropolitan area.Enterprises are the actors of the urban network(Sassen,1991).This paper first discusses the law of natural development of the metropolitan area in combination with domestic and foreign theories, and clarifies the growth pole, network connectivity and complementarity. The importance of sex to the development of the metropolitan area, and on this basis, explore the development of the network of the Shanghai metropolitan area, and summarize the mechanism of the evolution of the associated network, providing a research basis for the optimization and sustainable development of the metropolitan area.As far as the law of urban circle science development is concerned, the existence of growth pole is the basis of the development of metropolitan area, and network connectivity is the premise of the aggregation of innovation elements and the borrowing scale of peripheral cities, and the complementarity of networks is the requirement of the positive externalities of the metropolitan area.In particular, the development of metropolitan areas requires the stimulation of sustainable competitive industries to promote the dynamic evolution of the spatial structure of the metropolitan area.In terms of the development of the associated network in the Shanghai metropolitan area,in the research time series from 2001 to 2008-2017,the status of Shanghai’s central center showed an inverted U-shaped downward trend, network connectivity continued to increase, and network complementarity was first heterogeneous. The trend of isomorphism indicates that Shanghai’s enterprise-related network system is in the spatial structure evolution from Shanghai’s single-nuclear agglomeration to multi-core diffusion equilibrium.Shanghai has core influence in financial and insurance real estate, transportation and postal services, but its core influence in science and technology.Insufficient capacity, which is crucial for the sustainable development of the Shanghai metropolitan area.In terms of the mechanism analysis of the evolution of the associated network, including the growth of the growth pole(ie,the competitive industry)and the balance of the network, the network balance includes network connectivity and functional complementarity.Production factors, demand conditions, industrial agglomeration areas, and corporate strategies are the four factors that determine a country’s industrial competitiveness. In addition, government as an external opportunity cannot be ignored. In terms of network balance, the role of industrial network linkage is determined. It is the size of the contact cost.
