Motorized transport volume gets higher every time.The low choice of other modes of transportation to use,such as modes of transportation that are more environmentally friendly,also adversely affects residents in the metropolitan area from congestion,air pollution,and poor noise levels.This causes a decrease in the quality of life on a large scale.Belt and Road Initiative(BRI)is the appropriate momentum as a solution to a number of problems that occur in developing countries,including Indonesia,which can benefit from the cooperation that is built,especially in social innovation in the infrastructure sector such as high-speed trains(HSR).The HSR project with the Jakarta-Bandung route is one of the consortium-based cooperation between Indonesia and China which is included in the BRI agreement.This study aims to identify and analyze the initial conditions,relationship between dimensions of social innovation and expectations of the social innovation in the development of the first high-speed railway in Indonesia,also the role of penta helix towards the HSR project,which collaborates five elements consisting government,educational institutions,businesses,communities,citizens / communities,each coordinating well with each other.The mixed research approach was chosen as the methodology in this study.Data was collected using questionnaires and in-depth interviews with semi-structural techniques.The results of the study show that the development of sustainable social innovation with all helix cooperation will have a positive impact on the development of society as a whole.The concept that involves five actors in penta-helix must go hand in hand,as a whole,which are mutually supportive and interconnected.
