There is growing concern about energy issues in recent years.In China,surging urban energy consumption and the problems along with it is an issue we must deal with in future development.On one hand,China has the world's highest energy consumption.In the past two decades,China has contributed higher energy consumption than any other countries.In State Council's Report on Work of the Government 2017,Premier Li Keqiang frequently mentioned energy saving industry development.And he explicitly mentioned “make our sky blue again”.On the other hand,cities are a key platform for human activities and a major link for energy consumption.Human beings can't live without energy in urban life.As a matter of fact,energy consumption in urban areas has taken up 2/3 of global total consumption.According to the prediction,in 2020,China's urbanization is going to reach 60%.With speeding urbanization now and further urbanization in the future,China's energy consumption is sure to grow accordingly.Overall,it is an urgent matter for the city planners to consider that city construction should correspond to the backdrop of global energy saving,eye the city layout on energy saving,emission reduction,and low carbon footprint for a green planet.This study is based on the summary of the relevant studies,and pins down the influence factors of study and the concrete study method.Firstly,Firstly,the research scope is defined by referring to the existing research,available data and the building layout of Harbin.Then ground temperature variation of Harbin and building layout calculation is studied to obtain relevant data on city energy consumption and layout.And by indexing the layout information,the relationship between street block scaledtemperature regulation energy consumption and city layout is explored.The analysis results show that in addition to the relevant indicators of building orientation,various layout indicators such as building density,floor area ratio,building height,road aspect ratio,and road density affect urban block size adjustment in different scales.In addition,individual indicators and the different combinations of indicators have an impact on the quarterly energy consumption and the annual comprehensive energy consumption.This paper listed the influence of the indicators on the block energy consumption and gives block construction layout suggestions from the energy consumption perspective based on the analysis results.It can serve as a reference for the construction and planning that aims for energy efficiency and also as an indicator reference for the cities that eyes on controlling energy consumption for better management and control.
