With the rapid development of the Internet of things,cloud computing,big data and other new generation information technologies,intelligent water management has gradually become a new direction of water management.Urban intelligent water dispatching system is an important infrastructure for urban sustainable development and provides scientific guidance for daily water dispatching and optimal management.Xi'an is a prosperous city in western China.It is of great significance to study and establish xi'an water dispatching system for scientific water managementBased on the present situation of xi'an water supply,this paper analyzes the water supply system and water resource distribution of xi'an city,and studies the flow of water supply,user water and water supply dispatching of xi'an water plant.Through the overall construction target of xi'an water supply system,the function and related technology of the system are determined.In the process of water supply system design,the water supply dispatching system is mainly designed.In terms of structure,the software system is mainly divided into five modules:xi'an water supply monitoring system,patrol inspection system,water dispatching system,GIS system(geographic information system)designed for visualization of monitoring area,and statement management system for data query of users.In order to make water data easy to manage and query,this system adopts the method of data flow analysis and data relationship analysis to design the database.Finally,the system functions are realized through VS2010 technology platform and C#programming language.Aiming at the designed water dispatching system,according to the network characteristics of water supply network,a m.athematical model for optimal dispatching of multi-source water supply system is established.The objective function is to minimize the total operating cost of water supply system.Finally,the mathematical model is solved by particle swarm optimization.In order to avoid the premature convergence and easy to fall into local optimum,this paper improves the inertia weight of particle swarm optimization.The parameters of particle velocity and position vector are taken as variables,and the sigmoid function of BP neural network is used to replace the inertia weight coefficient of particle swarm.Finally,the results of simulation and comparison between the improved particle swarm optimization and the basic particle swarm optimization are analyzed by MATLAB.The results show that the improved particle swarm optimization algorithm improves the convergence accuracy and the convergence rate,which reduces the total operation cost of water supply system by 5%.Therefore,the algorithm has a strong economy applicability in solving the problem of water supply system dispatching model in Xi'an City.The development of xi'an water utilities optimal dispatch system has formed an integrated information network built by all water utilities departments,realizing information transmission and resource sharing,which is of certain reference significance for cities with similar water supply systems to xi'an.
