T Wharf Company is located in Humen Port Chemical Industrial Park,Dongguan City,which operates the loading and unloading business of liquid petrochemical products at the wharf.With the decline of the overall benefit of the petrochemical industry and the tightening of the space for economic benefit growth,the competition and pressure faced by the petrochemical industry are increasing.How to cultivate intensively and improve the operation efficiency while reducing the cost has become a major problem that T terminal company needs to solve in recent years.Resource Consumption Accounting(RCA)is a new cost accounting method proposed by The Institute of Management Accountants(IMA)in 2002.It is an improvement of Activity-Based Costing(ABC)with German Marginal Elastic Costing(GPK).It constructs an advanced cost management system which integrates resources and cost accounting from three aspects: accounting object,quantitative index and cost behavior,thus providing accurate and reliable information for enterprise cost management.Through the analysis of T-terminal company's current operating situation,cost composition and cost accounting system,the following problems are found in its current enterprise cost accounting system: inadequate accuracy of cost information,inactive resources are not timely reflected and controlled,and the level of cost information is not rich enough.RCA cost accounting method has inherent advantages such as refinement of cost accounting granularity,revealing idle resources and enriching cost information,which can help T terminal company effectively solve the above problems.Using RCA theory and method,the RCA cost accounting system of T terminal company can be designed in detail,including:(1)confirming cost objects(2)dividing activity-based cost database and resource database(3)setting up cost account(4)designing cost accounting procedure(5)preparing RCA cost statement.RCA cost accounting system involves multi-party cooperation in the implementation process.In order to ensure the smooth implementation of RCA cost accounting system,T terminal company should take adequate safeguards from three aspects:personnel,data collection and information system.In terms of personnel,a special RCA working group should be set up and relevant publicity and training should be actively carried out;in data collection,the classification of financial data should be refined according to theneeds of RCA accounting,and the collection and collation of non-financial data should be paid full attention to;in information system,the data of each module in ERP system should be fully integrated and utilized in order to improve the operational efficiency of RCA cost accounting system.?Through the design of RCA cost accounting system of T terminal company,it can be found that RCA cost accounting can scientifically reflect the relationship of resource consumption within the enterprise,thus improving the accuracy of indirect cost allocation,fully revealing idle resources and providing multi-level and multi-dimensional cost information.On this basis,the efficiency of contract management,disposal and utilization of idle resources and cost control can be improved.On the one hand,it provides a scientific and effective solution to the practical problems encountered by T terminal company in cost accounting.On the other hand,it broadens the application research of RCA theory in China,and provides a new idea for the design of cost accounting system for similar terminal enterprises.
