Plan To Promote Interactive Development Between City And Pot Of Caofeidian Tangshan

As the China's economy has entered a new stage,central government put up with the requirement of coordination of industry and city,as well as port and city.Under the background of collaborative development of Beijing,Tianjin & Hebei,implementation of The Belt and Road strategy,and the national industrial transformation and upgrading,how to achieve harmony between port and the city development is a great challenge for Caofeidian District,and deep understanding of the general rules and potential problems during city and port development is needed if the right policy is wanted.Firstly,based on exsited research on the relationship between port and city,both domestic and abroad,this paper sums up the general laws of the interactive type and interaction mechanism between port and city,analyzes the characteristics of four development stages,which include “initial contact”,“mutual correlation”,“cluster development”,“independent development”.With these conclusion,the paper take the method of quantitative research and locating the interactive stage of Caofeidian port and city,compared the relative size of 33 port city using measure index including throughput of the port,city economic scale and scale of employment.The conclusion shows that development interaction of Caofeidian por and city still lies in the stage of “initial contact”.Secondly,using the method of qualitative analysis,the paper investigates the city planning and development history,combing analysis of realistic foundation such as economic,industrial,spasial and regional environment of Caofeidian,try hard to find key interaction nodes of Caofeidian port& city and specific situation of mutual promotion and restraint.On one hand,from three aspects of regional economic hinterland,city layout and function of port transportation system,urban system in port areas,it analyzed how the special structure would may affect port development.On the other hand,it surveys the influence of port development on city from perspective of industry structure,traffic demand,and population agglomeration,etc.Finally,the paper put up with several suggestions on how to promote the Caofeidian from "interconnected" to agglomeration development or interactive development,from perspective of planning strategy and planning implementation security.Measures to promote interactive development of port and city include redefine the functional role of port in regional spasical structure,promote industrial cluster to promote the integration of port & city,traffic security system;and to inplement these goals,local government need to guarantee different resource elements,produce better service to help local enterprise,so improve the level of development of port and city in synchronization pace.
