Study On The Application And Improvement Of River Governor System In Tanghe Watershed In Qinhuangdao City

The river governor system was first implemented in Wuxi in 2008,which has been praised by many local governments for its remarkable effect and widely applicability.In order to solve the serious pollution in Tanghe River Basin,the Qinhuangdao municipal government in Hebei Province implemented the river chief system.How to improve the water quality of Tanghe River has become an urgent problem to be solved.Firstly,this paper introduces the background,purpose and significance of the implementation of the river governor system in Qinhuangdao,and systematically reviews the research achievements of scholars at home and abroad on the river governor system and river pollution control.This paper expounds the concept and theoretical basis of river governor system and the main mechanism of China's river governor system,which are the basic theories of the paper.Secondly,taking the Tanghe River water pollution control in Qinhuangdao as an example,combined with the comparison of water quality of Tanghe River before and after the river governor system,starting from the mechanism of Tanghe River governor system,combined with the specific river governor system in Qinhuangdao,the paper studies the administrative management mechanism,regional consultation mechanism,supervision mechanism and public participation mechanism.Thirdly,according to the implementation effect of the river governor system,combined with the interviews of some relevant staff of Qinhuangdao Environmental Protection Agency,this paper analyzes the practical problems of four mechanisms of the river governor system in Qinhuangdao.Finally,in order to improve the water quality of Tanghe River,realize the goal of lucid waters and lush mountains and seek the reform direction of Tanghe River Governor System in Qinhuangdao,aiming at the problems found.From the administrative management mechanism,coordination and consultation mechanism,supervision mechanism and public participation mechanism,this paper puts forward some improvement measures for the river governor system,and the operability and practical schemes were proposed for the River Governor System Office of Qinhuangdao and other relevant government departments.
