Research On The Dilemma And Path Of The Yellow River Basin Governance In The New Era

Since socialism with Chinese characteristics entered a new era,the party and the state have pointed out a new historical orientation and development direction for the protection and governance of the Yellow River Basin.In September 18,2019,General Secretary Xi Jinping held a symposium on ecological protection and high quality development of the the Yellow River River Basin held in Zhengzhou,Henan."The ecological environment protection and quality development of the the Yellow River River Basin" will be an important national strategy.Before that,the river head system was assumed as the "river head" by local party and government leaders at all levels,who were responsible for the overall management of water pollution and water environment protection of rivers and lakes within their jurisdiction.Although this governance model can mobilize the enthusiasm of local leaders in water control management to a certain extent,and solve the puzzle of "Nine Dragon water control",from the implementation situation,the "river head" has some problems in the implementation process There are many problems,such as fragmentation,formalization,short-term and so on,which are difficult to meet the practical needs of the development of the Yellow River Basin in the new era.Taking the relevant situation of L County’s river head system as a case study,this paper analyzes the difficulties faced by L County in the process of realizing the new requirements of the Yellow River basin governance in the new era,and analyzes the reasons.Finally,it puts forward the optimization path of the Yellow River basin governance system in the new era,and constantly transforms the institutional advantages of the river head system into promoting the all-round and high-quality development of the Yellow River Basin In order to improve the management ability of the Yellow River Basin and establish a modern management system of the Yellow River Basin.This paper is divided into three parts: introduction,text,conclusion and discussion.The introduction describes the research background and significance,domestic and foreign experts and scholars’ views,research ideas and methods on river head system and river basin governance,and describes the case of L County,the innovation and shortcomings of the article.The main body is divided into three chapters.The first chapter introduces the theoretical basis of this paper and defines the related concepts such as "river basin governance" and "river head system".The second chapter describes the new requirements of the Yellow River Basin Management in the new era and the implementation of the river head system in L County.The third chapter discusses the difficulties l county faces in the process of realizing the new requirements of the Yellow River Basin Management in the new era,and analyzes its causes.The fourth chapter puts forward the optimization path of the Yellow River basin management system in the new era.Finally,in the conclusion part,the paper thinks that there is still a certain gap between the traditional river head system and the new requirements of the Yellow River basin governance in the new era.Therefore,the reform of the system of river chief is imperative.In addition to clarifying the powers and responsibilities of various administrative departments and strengthening the functions of the river chief office,the most important thing is to guide the public to actively participate in and absorb social forces to jointly build a new situation of multi subject collaborative governance of the Yellow River Basin,and maximize the integration of various forces,so as to form a governance joint force and ensure the long-term stability and sustainable development of the Yellow River Basin.
