The Study On Yellow River Flood Control Of Wuzhi County(1949-1956)

After the founding of the People's Republic of China,the state began to lead the people to control the Yellow River.Under this background,the control of the Yellow River in Wuzhi County is also carried out.In the early days of the founding of New China,the control of the Yellow River in Wuzhi County was mainly composed of two projects,dike restoration and flood detention.In the process of dike restoration,the government's mobilization of public opinion,organization and management,and methods of improving efficiency played a key role,which made the rehabilitating work of the Yellow River successfully completed.It can be seen that the mobilization and organizational management system of the Yellow River in Wuzhi County is reasonable and effective.The government skillfully combines administrative orders with material incentives,and uses political and economic double leverage to mobilize people to participate in the work of dike Restoration,and achieved good results.On the contrary,although the government attached great importance to the organization and mobilization of flood detention,and all the work before 1953 has been effective,the flood detention work in Wuzhi County has fallen into a dilemma since 1953.The attitude of the people has become vacillate,sometimes even ignoring the arrangement of the government,and they can't do well the work of transfer and rescue.At the same time,grassroots cadres sometimes have a compromise attitude towards the people.The main reason for the difficulties of flood detention is that they can't deal with the contradiction between the personal interests of the people and the interests of the country as a whole.The Yellow River embankment and flood detention work in Wuzhi County not only reflects the good interaction between the state,society and the people,but also shows the people's reserved acceptance of the government's task,which makes the two sides present a certain degree of disharmony.It also reflects that although the state's control over society has strengthened since the founding of New China,the masses of the people are not passive recipients of the system,they have not abandoned their interests and demands.
