This article explains the various reasons why the self-elevating drilling platforms are not suitable for long-time on quay mooring through analyzing the structure character of the platforms. In the case that the platforms must be moored on quay for months due to various factors, the article analyzes the static wind & current loads, and develops a feasible mooring arrangement proposal by referring to the accumulated experience on normal ships mooring.By the reason of the limited mooring fittings on the jackups, this article try to study the solutions to the problem by the engineering practice. In addition, considering the extreme weather conditions that may occur, the article provides a set of emergency anchoring arrangement proposal.A basin model test of the platform mooring on quay has been organized & designed to simulate the engineering status of self-elevating drilling platform be moored on SWS outfitting quay, the model test is carried out in the national key ocean engineering laboratory of Shanghai Jiaotong University.During the model test, the rope tensions & platform motions will be measured when the platform bears the combined wind & current loadings or combined wind & wave & current loadings. Then find out what kinds of environmental loadings may cause risky for the platform on quay mooring, and which mooring lines or fenders may be the risk point, then to formulate the corresponding engineering strategies.By the analyzes of the model test results, the article develops the strengthen prevention measures for all the mooring risk points, and formulate the anti-typhoon emergency mechanism,to ensure the safety of the platform during mooring, and provide reference on design and construction of future platform mooring projects.
