The Design And Implementation Of SOA-Based Mobile Traffic Police Capture System

With the police departments have paid more and more attention to modifying fixed road monitoring system(named Secure-Access System),construction aims such like the automatic investigation and check for important vehicles,automatic judgments warning of abnormal vehicles’ track,automatic generation of specific vehicles’ track have been achieved gradually.Security monitoring system has become the basic application of ‘strengthen police by science and technology’ for the police departments.However,there are problems like blind area,unable to set up roadblocks handling the events flexibly and low-concealment existing in fixed road monitoring.Aiming at the above problems,the thesis designs and implements the mobile police capture system based on SOA architecture according to the characteristics of the system.The thesis expounds the system architecture,describes the implementation of services and the design of system test in detail.The research on the system concentrates on the following aspects:(1)The capture subsystemThe subsystem mainly completes the vehicle detection,image capture,data upload and capture image storage.The high-speed PTZ controller is equipped with HD cameras,customized tablet controller.The subsystem can be used for all-weather image capture,illegal vehicle capture and alarm.(2)License plate information automatic recognition subsystemThe subsystem mainly achieves implementing the former image processing on the received image from the capture subsystem and intelligent character recognition technology is used to extract the license plate number.The available information can be uploaded to the back-end data processing system.(3)Backend data processing systemThe subsystem has five main functional modules,namely location management module,data management module,operation and maintenance management module,alarm management module and interface management module.The SOA framework is used to enhance the system scalability and cross-platform ability.The detaileddesign and implementation of the SOA technology which has realized the processing and sharing function of back-end subsystem.The function and performance test results show that the proposed system’s ability of capturing the illegal vehicles can reach the ideal level,the automatic recognition of the vehicle license plate can reach almost correct.The mobile traffic police capture system can be running well under the conditions of design stage and achieve the design aims.
