Scheduling of ground service personnel for airport foreign airlines are faced with many problems,such as many types of tasks,complex constraints conditions,difficult manual generation of shifts,and the working hours balance of employees is not high.How to quickly and effectively generate shifts and rostering under various complex constraints is of great significance to improve airport efficiency,resource utilization and service level.In this paper,aiming at the actual business needs of the capital airport foreign airline service,studied the problem of shift generation and rostering in multi-task and hierarchical qualification scenario.The specific work is as follows:This paper analyses the operational characteristics and actual needs of airport foreign airline service personnel scheduling,drawing on the advanced practices in resource scheduling,puts forward a two-stage scheduling mode for airport foreign airline service personnel,i.e.first generate shift schemes,and then carries out personnel rostering based on the shift schemes.To solove the problem of shift generation of airport foreign airline service personnel of multi-task scenario,employees have hierarchical qualifications for tasks.The optimization model of shift generation under multi-task and hierarchical qualifications is constructed with the objective of minimizing the total working time of shift scheme as the optimization objective,taking into account the constraints of shift service time and the number of candidate employees of shift.The tabu search algorithm is designed to solve the proposed model,and task copy method is proposed to reduce the complexity of neighborhood movement settings in tabu search algorithm.Experiments are carried out on the actual scheduling data set of the capital airport foreign airlines service department.The results show that the obtained schemes can play a role in resource prediction,compared with the existing manual generation schemes,the schemes can meet all constraints,have shorter total working time,fewer total number of service personnel,improved the rate of human resources at the airport,and reduced the scheduling complexity.On the basis of the generated shift scheme,studies the rostering problem of foreign airline service personnel,considers that employees have hierarchical qualifications for tasks and constraints of various labor laws and regulations,and takes balancing the working hours of employees as the optimization objective,puts forward a airport foreign airline service personnel rostering based on shift generation model,and designs a model solving strategy based on tabu search algorithm.Experiments on the actual data set of the capital airport foreign airlines service department show that the proposed model can better solve the problem of airport foreign service personnel rostering,meet all constraint,and the staff's working time balance also significantly improved...
