With the rapid development of the urbanization and motor vehicle traffic today,the industries,commercial or residential areas of built-up urban areas,which take closed management,have reduced density and accessibility of urban road network.Travelers can only travel by choosing the path around the district,which not only causes the waste of district road resources,but also affects the travel efficiency of residents seriously.How to plan reasonably and manage the district's open traffic roads by studying relevant theories and countermeasure to make it share the traffic of the crowding roads around the district is a big problem which needs to be solved urgently.The paper introduced that the road network around the closed district has the characteristics with higher proportion of main roads,lower proportion of branches and limited travel paths,and opening the closed district can improve the imbalance situation of the road grade proportion and enrich the path selection behavior of travelers.The selection rule of path was analyzed,pointing out that travelers will take the dual goals of reducing the travel time and time fluctuation as the basic criterion of path selection due to more internal uncertainties after opening the closed district.An OD matrix estimation method which is suitable for the closed district was put forward.First,regional road net prior OD matrix was obtained based on the cross turning ratio.Then,according to the thought of equilibrium assignment,the assignment matrix was obtained by using the similar proportional assignment method.Finally,the final solution was obtained by taking the maximum entropy model as the basic estimation method and interleaved computation of OD matrix estimation and traffic assignment.Therefore,the calculation complexity and accuracy difference problem of prior OD matrix and assignment matrix was overcame,increasing the practicality of the model.Traffic assignment method,which is suitable for opening the district,was put forward.According to the rule of path selection after opening of the district,the function of generalized travel cost was formulated,and based on which,a stochastic user equilibrium model was formulated to simulate the process of path choice.After summarizing the experience of evaluation index of common one-way and two-way roadway,an evaluation index of traffic flow assignment was put forward.The designs of cross-sectional,entrance form and traffic organization which are suitable for open traffic road was put forward to solve the conflict between the transit travel and the internal travel of the district after opening the district,promoting the path selection behavior in the district.Finally,this paper made an example analysis for a certain district in Tianjin based on the basic theory above,making it owning the function of serving the traffic of district and sharing traffic flow of congested road sections by optimizing and reconstructing the open traffic road.
