For several decades' growth of traffic volumes and the motor vehicles in urban traffic, the result has been a relentless increase in traffic congestion. It could not solve the problem only through expanding capacity by building new roads or upgrading existing ones. Traffic demand management is therefore more and more attention. Urban congestion charging as a traffic demand management measures, are being more and more concerned. In this paper, the impact of congestion charging rate of factor analysis, focusing on the coexistence of a variety of modes of transport under the conditions of the balance of traffic flow congestion charges were studied.This paper first summarizes the theory of congestion pricing, and then introduces some essential microeconomic theory, analyzes economic characteristic of roads. The principle and essence of congestion pricing is illustrated. This paper then analyzes the nature of congestion pricing, to explore the technical feasibility of congestion pricing. Space time consume of different trip manners are compared and analyzed. And congestion pricing objects are ascertained. At the same time also the type of traffic congestion charges is analyzed. The chapter for the congestion charge rates laid the foundation for the study.Based on the former result of this research, the effect of congestion pricing to trip choice has been considered. Logit model is introduced in congestion pricing theory, focusing on the coexistence of a variety of modes of transport under the conditions of mixed traffic balance the issue of congestion pricing have been studied. The generalized costs function in determining the basis of research methods to determine the fee rates. This article is the issue of road pricing on congestion study with the use of balance theory to study the path selection under mixed traffic, the way the selection and combination of congestion pricing model. Finally, the model algorithm is given. An example is given to analyze the traffic impact of rate of congestion pricing.
