In recent years,China's economic development has rapidly increased.For a long period of time,the economic development mainly depends on the consumption of energy and resources.However,the energy demand in China is mainly traditional fossil energy,and the environmental problems caused by the consumption of traditional fossil energy have become increasingly prominent.In particular,the residents' physical health and property safety are threatened by greenhouse effect and air pollution such as acid rain and haze seriously.The pollutants from coal-fired power generation is an important cause of environmental degradation.Replacing coal-fired power generation with renewable energy such as solar energy will greatly improve the environment.At present,renewable energy power generation still does not have a competitive advantage in the market.The main reason is that renewable energy electricity prices are still higher than traditional electricity prices.This is largely due to the fact that the environmental external value of renewable energy power generation has not been reflected.The purpose of this paper is to evaluate the economic value of the environmental impact of photo-voltaic power generation and give advice to government about photo-voltaic price and subsidy policies.This paper uses the life cycle approach to account for the entire life cycle of pollutant emissions from coal-fired and photo-voltaic power generation firstly,so the reduction of pollutants generated by photo-voltaic power generation relative to coal-fired power generation was obtained.Combined with the reduction of photo-voltaic power generation,the environmental external value of photo-voltaic power generation can be calculated using CE.This paper builds a multinomial logit model(MNL)to calculate residents' willingness to pay(WTP)for environmental improvements brought about by photo-voltaic power generation,based on this result,the environmental external value of photo-voltaic power generation is evaluated.The conclusion is that if coal-fired power generation is replaced by photo-voltaic power generation,the additional electricity bills residents are willing to pay is 0.09 yuan/kWh.It means that the environmental value of photo-voltaic power generation is 0.09yuan/kWh compared with coal-fired power generation.
