With the "One Belt,One Road" initiative,China and the countries along the "One Belt,One Road" strategy have jointly promoted the "One Belt,One Road" construction for the common interests and development needs,making China's railway freight transportation enter an unprecedented development era,China Railway Express was created.By the end of 2018,the number of China Railway Express has exceeded 13,000,and the number of cities in China has reached 56.The explosive growth of the number of China Railway Express has improved the overall capacity of the China Railway Express.However,many problems have followed:First,not all cities in China Railway Express have sufficient supply to ensure that the trains can enter the normal operation;second,the neighboring cities have opened the China Railway Express.The emergence of competition phenomenon is not conducive to the sustainable development of the train.Third,under the current situation that the return cargo is still insufficient,the increase in the number of China Railway Express will lead to a decrease in the full load rate of the return train,which will cause idle resources for the train waste.In view of the above problems,this paper proposes to select several inland ports as transit hubs in the logistics transportation network of China Railway Express.The goods can be transferred from the initiating port to the inland ports by road or rail transportation,and then passed by the inland ports.Rail transport transports the goods to the terminal port,and each transit inland port can be connected to several starting cities to upgrade the existing direct-connected access to the hub-and-spoke channel.In addition,considering the increasing demand for environmental protection in recent years,and the corresponding carbon emissions in the transportation process or operation process,this paper also considers carbon cmisons?into consideration,and establishes the total cost and total time minimum.In order to optimize the target,the mathematical model of the location of the transit inland port of the China Railway Express is used,and the genetic algorithm is used to solve the problem.The results of the study were selected from Chengdu,Zhengzhou,Xi'an and Yingkou in 14 China Railway Express cities in Chongqing,Zhengzhou,etc.As a transit inland port,the optimized model reduced the transportation cost of the entire network by 18.04%.reduce the transportation costs of the China Railway Express network.
