In 2015,the China-Malaysia Port Alliance was established,becoming an important platform for the two countries to jointly build the "Belt and Road ".The Member units of both China and Malaysia have promoted cooperation between the ports of the two countries to achieve in-depth development through project construction cooperation,exchange training,and information communication.However,the establishment of the port alliance promotes the cooperative construction and development of the port to some extent,but at the same time also further intensifies the internal and external competition of port alliance.Therefore,this paper takes Dalian Port,Qingdao Port,Tianjin Port,Shanghai Port,Ningbo-Zhoushan Port,Guangzhou Port,Klang Port,Kuantan Port,Tanjung Pelepas Port and Bintulu Port as the research objects,explore the present situation of co-opetition and influencing factors of the port alliance,which is of great practical significance for the future development and strategic optimization of China-Malaysia Port Alliance logistics system.This paper conducts an evaluation study on the logistics system of China-Malaysia port alliance.Firstly,it clarifies the development status and competition and cooperation status of China-Malaysia port alliance,and constructs TOWS strategic matrix to analyze the competition and cooperation development strategy of China-Malaysia port alliance.Secondly,the evaluation model of port logistics system was constructed,and comparative analysis of 10 ports using entropy weight method and grey correlation analysis,and selecting higher-rated ports to conduct in-depth studies,which provides a quantified practical reference index for exploring the development of the China-Malaysia Port Alliance logistics system.Finally,according to the results of empirical analysis and the current status of port development,based on the co-opetition theory,suggestions are put forward to further deepen the cooperation and optimize the core competitiveness of China-Malaysia port alliance.The conclusions of this paper are as follows.First,the comprehensive ranking of the China-Malaysia port alliance from high to low is as follows: Shanghai Port,Ningbo-Zhoushan Port,Dalian Port,Guangzhou Port,Tianjin Port,Qingdao Port,Tanjung Pelepas Port,Klang Port,Bintulu Port and Kuantan Port,but the natural environment of Malaysia Port is better than that of Chinese port.Second,through longitudinal comparative analysis of Shanghai Port and Klang Port,it can be found that in the current China-Malaysia Port Alliance,the hinterland economic development has not shown a significant impact on port logistics system,and although the comprehensive evaluation score of Klang Port is lower than that of Shanghai Port.However,with the exception of infrastructure indicator,the grey correlation of other indicators is higher than that of Shanghai Port.On the whole,the development of the logistics system of the China-Malaysia Port Alliance is still uneven,and transportation capacity,infrastructure and hinterland economy need to be further improved and developed.Therefore,based on current situation analysis,TOWS analysis and empirical research results,combined the co-opetition theory,this paper mainly puts forward countermeasures and suggestions for the optimization of the logistics system of the China-Malaysia Port Alliance from three aspects: strengthening the in-depth development of the competitiveness of the China-Malaysia Port Alliance,improving the overall development efficiency of the joint efforts of the China-Malaysia port alliance,and promoting the integrated development of horizontal and vertical competition and cooperation.
