Irrigated areas are the main form and important part of agricultural water use in China.The allocation of agricultural water rights driven by agricultural water-saving in irrigated areas is of great significance to promote the efficient utilization of water resources and alleviate the problem of water shortage.Due to the lack of a relatively complete and systematic system of water rights distribution and confirmation in irrigated areas,the establishment of water rights trading market and the development of water rights trading in irrigated areas are hindered to some extent.In this paper,the multi-level distribution model of agricultural water rights in irrigated areas is systematically constructed and the relevant right confirmation theory is studied,which provides certain technical support for the irrigated areas to carry out the transaction of water rights.This paper is based on the national natural science foundation of China’s general project "research on tradable water volume and price formation mechanism of water rights transaction driven by agricultural water-saving in irrigated areas"(51979119).The main research contents and results are as follows:(1)Study on the multi-level distribution system of water rights and the theory of right confirmation in the Yellow River diversion irrigation area.By summing up the present water right distribution system in China and combining with the characteristics of irrigated areas,a three-level distribution system of county-level,canal-level and peasant household level for agricultural water rights in irrigated areas is constructed.On the basis of understanding and understanding of the connotation of water right,this paper defines the water right of yellow diversion irrigation at different levels,which provides a theoretical basis for constructing the multi-level distribution model of water right in yellow diversion irrigation area.Based on the construction of the distribution system.This paper studies the theoretical system of the confirmation of water rights and formulates the relevant system of the confirmation of water rights.(2)Researches on the model and method of water right distribution at county level and canal level.The distribution model of water weight at county level is mainly constructed by the index system method,the index is weighted by AHP,entropy weight method and game theory weight method,and the proportion of water weight distribution is determined by the comprehensive evaluation method.The allocation of water rights at canal level is mainly calculated by penman formula and determined by quota method based on the allocation of water rights at county level.(3)The construction of water rights distribution model among farmers in irrigated areas based on Gini-coefficient method.Taking the fairness as the principle and considering two indexes of farmers’ agricultural population and irrigated area,a model of water right distribution between farmers in irrigated areas with Gini-coefficient as the minimum objective is constructed.(4)Example analysis.Taking the Wulanbuhe irrigation areas in He Tao irrigation area of Inner Mongolia as an example,combining with the work of confirming and registering the agricultural water rights and detailing the water use index carried out in the Shen Wu canals of Wulanbuhe irrigation areas in the irrigation areas from 2016 to 2017,the above model was applied to the research area,and the water rights allocated by the model were compared with the water rights allocated by the present situation to analyze its rationality.
