In order to protect our maritime territory,rights and interests,our country puts forward higher requirements for the naval forces' capability of high sea operations.The Chinese navy has proposed a strategic shift from the original nearshore defense type to a combination of nearshore defense and offshore protection.In recent years,the navy has also frequently performed offshore missions.However,the sea conditions in the open sea are more complex and changeable,and the risk of damage to naval vessels is greatly increased.In wartime,once a ship is damaged,it needs to be repaired in situ in a timely manner.This kind of maintenance task demand is difficult to meet with traditional shore-based maintenance.The semi-submersible maintenance vessel is a special ship that combines the advantages of floating docks and semi-submersible ships.It can navigate to the area of the damaged ships,then use the ships repair equipment to provide on-side maintenance service.It can be seen that the ship can be used as the core platform for naval ship maintenance support,greatly improving the naval forces' long-distance combat capabilities.In China's vast ocean,how to properly select the military logistics center that provides maintenance spare parts and maintenance docking bases for semi-submersible maintenance vessels is the core issue of this study.The ship maintenance and logistics center can be used as the home port of the ship.Usually,the ship stops at the center and stands by.In the event of transportation,rescue or combat missions,it can immediately sail to the target area for execution.This article takes the actual needs of China's Bohai Sea,Yellow Sea,East China Sea,and South China Sea as the main considerations,and combines China's overall salvage layout to select 12 ports from China's coastal areas as alternative logistics center construction sites.Comprehensively considering the timeliness and failure resistance of ship maintenance,the concept of "coverage" and a multi-level coverage concept are proposed to make up for the shortcomings of single-source and rigid coverage in the traditional site selection model.Based on the maximum coverage model,a model for selecting the location of the ship maintenance logistics center was established.And using the immune optimization algorithm to solve the model,the location planning of the ship maintenance logistics center for the four sea areas in China is studied.In the end,we should establish six ship maintenance logistics centers in our country's Lianyungang,Shanghai.Ningbo,Xiamen,Sanya and Xisha.
