Real estate surveying and mapping plays an important role in many aspects,such as the management of property ownership,urban planning,settlement of housing prices,payment of housing-related taxes and fees,etc.Under the current situation of high real estate prices,the owners of houses have very high requirements for the accuracy of real estate surveying and mapping area.With the advancement of the reform of "release and control clothing" in our country,the surveying and mapping of real estate has gradually changed from the surveying and mapping of units under the original government departments to the comprehensive marketization.It is imperative to introduce supervision system in order to solve the possible adverse consequences of the decline in the quality of Surveying and mapping results under the conditions of market operation,which will affect the interests of property owners and government management.At present,China's real estate surveying and mapping supervision system only stays at the conceptual stage,and has not yet promulgated relevant content standards and system standards.Since the introduction of supervision system in the field of Construction Engineering in China,some results have been achieved,but there are also some problems such as the difficulty of independent work of supervision institutions,the low level of supervision personnel and the weak strength of supervision institutions.If the supervision system of construction engineering is directly copied in the field of real estate surveying and mapping,it will be difficult to achieve good results.Based on the analysis of the market operation of real estate surveying and mapping under the market-oriented state and the investigation of the quality of the surveying and mapping results,this paper analyses the necessity of introducing the supervision system of real estate surveying and mapping,and studies the contents and results of the supervision system of real estate surveying and mapping.The supervision contents of real estate surveying and mapping include:conformity supervision of real estate surveying and mapping institutions,safety and confidentiality supervision of real estate surveying and mapping data,progress supervision of real estate surveying and mapping,cost supervision of real estate surveying and mapping,process supervision of real estate surveying and mapping,technical difficulties handling supervision of real estate surveying and mapping,quality supervision of real estate surveying and mapping results.and communication among relevant parties of real estate surveying and mapping.Coordination and other eight items,real estate surveying and mapping supervision results information includes:supervision program,supervision records and supervision report three items.In order to overcome the shortcomings of the supervision system of construction projects,this paper makes innovative research on the supervision system of real estate surveying and mapping from four aspects:the system of assessing supervisors,the system of inviting public tenders,the system of third-party payment of supervision fees,and the flexible management system of supervision implementation.These systems are aimed at strengthening supervision institutions.The comprehensive business ability and the professional ability of supervisors should ensure that supervisors independently and independently carry out supervision work.
