With the development of the economy, the market demand for freight is also increasing. As a major mode of transportation, water transportation is favored by international transportation with its advantages. In addition,China has abundant Marine resources. In the face of development, shipping companies need to improve the efficiency of freight service to ensure a higher level of service quality,so as to improve market competitiveness. To be able to effectively deliver the goods to the destination is one of the standards of service quality evaluation, and the route planning can improve the efficiency of navigation, provide reference for navigation of ships. In recent years, there are more and more kinds of offshore projects in China.Too many construction ships frequently come in and go out not only increases the traffic flow, but also affects the navigation speed of the ships. The potential risks in the operation process of the construction ships also pose a threat to the navigation safety of the ships. Moreover, the occupation of the water area by the construction platform not only impedes the navigation of the ship, but also the uncertain factors in the construction process will pose a threat to the navigation safety of the ship, especially under the harsh natural environment, and this threat will be intensified. Therefore, the implementation of offshore engineering makes navigable waters more complex, and safe navigation of ships becomes one of the main goals of route selection. Therefore,in the face of the increasing demand for shipping and more and more Marine construction environment, this paper studies the ship route planning aiming at the characteristics of the construction waters, and establishes a multi-objective route planning model with the minimum risk, the shortest sailing time and the lowest cost. While ensuring the safe navigation of the ship,it can also pass through the construction waters with higher efficiency and lower cost. The free space method is used to abstract the construction water environment, and then Dijkstra algorithm and genetic algorithm were used to solve the model.Dijkstra algorithm is used to solve the initial path, and then genetic algorithm is used to optimize the initial path to find a better route. Finally, the rationality and effectiveness of the model in this paper are proved by an example. The example proves that the model in this paper is effective and can find an optimal route with comprehensive objectives in complex waters, providing reference for ships to navigate.
