The large-scale waterway improvement project is a complicated construction process.The construction is professional,with many influencing factors and high risks,and the construction process needs to co-ordinate various factors.The scientific and reasonable safety guarantee measures during the construction period are strong guarantee for the implementation of the project.The accurate traffic risk assessment during the construction period is the basis for the development of navigation safety guarantee measures.In order to effectively prevent accidents such as construction ship collision during the construction of the waterway,the author attempts to study the navigation risk assessment method during the construction of the waterway improvement project.By adopting the technical route of algorithm research,research and expert consultation,the existing navigation risk assessment methods are studied,and appropriate evaluation methods are selected according to the characteristics of waterway renovation construction,and the existing methods are modified according to the characteristics,so that to evaluate scientifically and reasonably of navigation risks during the construction of the waterway improvement project.On the basis of the above,the risk reduction measures and related technologies are proposed for the risks of typical waterway improvement projects.The IWRAP risk assessment model was selected as the evaluation method for the construction period of the waterway improvement project,and the model was applied to the navigation risk assessment during the construction period of the Fuqingsha section of the 12.5-meter deep-water channel in the Yangtze River Nanjing.The mitigation measures will make the project construction achieve good results.In view of the problems existing in the construction period of large-scale waterway improvement projects,combined with the experience of existing large-scale waterway improvement projects,it is proposed to increase the top-level design,establish a coordinated management plan,implement the construction ship access system,clarify the construction ship management measures,and establish a sound safety guarantee,strengthen ship traffic management,establish ship emergency plans,strengthen construction personnel management and increase natural disaster prevention management and adopt other recommended measures to improve the navigation safety level during the construction period of large-scale waterway improvement projects.
