Railway plays an important role in national economic development and daily life.After years of development,China has built and completed the world’s advanced railway operation system,with the total operating mileage ranking second in the world.However,with the increasing demand for railway construction,the management problems related to some engineering projects have become increasingly prominent in the process of construction,especially the project cost.In the project management of local railway bureaus,the problem of weak cost awareness is serious,the budget is unreasonable,the cost control is not in place,and the cost overruns are relatively common,which seriously restricts the railway.The construction progress and quality of construction projects cause waste of social resources and environmental problems.Building project management information system based on information technology,realizing standardization,standardization and scientific management of cost management of railway construction project are effective ways to solve the above problems.The existing railway project management information system mainly depends on the railway operation platform.Its business functions are single,the cost management process is complex,the cost control is not effectively implemented,the system flexibility is insufficient,the types of railway construction projects are diverse,and the system process is relatively fixed.Under this background,this paper studies the cost management system of railway construction project based on workflow,which is based on the National Railway Information Master Plan,refers to the construction standards of railway departments,guided by advanced project cost management theory,and designs a scientific and reasonable cost management system of railway construction project.The whole project cost management business,from the early cost estimation and cost budget,to the cost control in the construction process,to the final completion and acceptance stage of cost accounting.In the stage of requirement analysis,the power infrastructure project management business is analyzed from both functional and non-functional aspects.In the functional requirement analysis,the system business is divided into five modules: system management,cost estimation,cost budget,cost control and cost accounting.Activity modeling is based on UML use case diagram.In the non-functional requirement analysis,the system business is indexed.The form describes the performance requirements of thesystem.In data modeling,the system data is modeled by relational data model,and the design of E-R graph model and database information table is given.In the design stage,the architecture design of the system,including the architecture and functional architecture,is given at first.In the specific implementation,this paper chooses J2EE development environment,builds MVC development framework based on S pring,designs and implements the system of B/S architecture,and describes the realization of the main functional modules of the system in detail in the form of class diagram and sequence diagram.Among them,WBS method is adopted in cost estimation,and the scientific and rational cost estimation is realized by engineering decomposition.The earned value method is used to monitor the cost in real time;furthermore,workflow technology is used to design workflow engine that meets the needs of railway construction engineering.Based on workflow engine,cost management process of every kind or even every railway construction engineering design is tracked to ensure the smooth completion of railway construction projects under the premise of cost control.In the testing stage,this paper uses the black box test method to test five functional modules of the railway construction project cost management system,formulates test cases,and analyses the test results.Pressure testing software is used to test the performance of railway construction project cost management system under multi-user access.Based on the indicators defined in the non-functional requirements analysis,the response time,the ability of system stability and the ability of fault recovery are counted.The test results of the system are analyzed to verify the design and implementation of this paper.Whether the railway construction project cost management system meets the needs analysis and the actual needs of railway construction project management.Comprehensive functional test and non-functional test show that the railway construction project cost management system developed in this paper achieves the expected research objectives.
