Reserach On Incremental Distribution Pricing Mechanism From The Perspective Of Electricity Reform

The new power reform proposes that the country must release the incremental power distribution business in an orderly manner.The research on investment and financing of the incremental power distribution business has also become a focus of attention.Among the main bodies of power generation,sales,and power consumption,the diversity and complexity of services.The nature of distribution has gradually emerged.At present,China's distribution pricing research is still an extension of foreign research models.The study of distribution business and price must consider both its scale and its expected returns and risks.Widely mobilized economies such as industrial parks to participate in the reform.Through the PPP model and the participation of governments and social capital,enterprises with mixed ownerships were set up to operate.The current reform is still in the period of exploration,and it does not yet have complete and mature sales Although the incremental power distribution business has been gradually liberalized,there is still much room for improvement in the overall development speed and research depth.The incremental power distribution pricing has not yet formed a scientific and reasonable system.Therefore,it is of great practical significance to study the incremental distribution pricing mechanism and formulate and form a pricing mechanism and regulatory system that are suitable for the needs of China's power reform and development.Based on the current status of power reform and development and the status of distribution network pilots,based on further interpretation of relevant national policies and documents,this paper clearly defines the concept of incremental distribution networks,application scenarios and development prospects.The basic methods and related theories are discussed in detail,so as to form an incremental distribution network price calculation method with sub-voltage levels.Secondly,with regard to the pricing mechanism of incremental distribution networks,the permitted income method and the bidding pricing method were analyzed.Based on the relevant theories,a pricing model of the distribution network permitted income method was constructed.By calculating the permitted income and permitted cost,the sub-voltage was determined Incremental distribution price of grade.For the unidentified project main body or the completely new distribution project,a pricing model of distribution network bidding pricing method is designed,and the bidding companies participating in the bidding process are screened by comprehensive evaluation.Determine the best selected unit that meets the conditions.Thirdly,this article takes M province's incremental power distribution pilot as the research object,calculates the incremental power price based on the allowable income method,and analyzes the sensitivity of the main parameters.It is a policy maker and relevant for the incremental power distribution network.Participating companies provide effective evaluation methods.Based on the analysis of the incremental power distribution network construction project of the industrial park in city A,the bidding pricing method was used to comprehensively evaluate its pricing.Finally,suggestions were made on how the government can effectively regulate the incremental power distribution market,and a thesis was drawn based on the comprehensive analysis conclusion.
