A Study On The Administration Of Huaihe River In Henan Province In The Early Days Of The Founding Of New China (1950-1957)

The Huaihe River harnessing movement in Henan was carried out under the unified leadership of the central government after the founding of new China.It has the characteristics of both storage and discharge and flood storage.After the Central Conference on Huaihe River control in 1950,Henan Province set up a general headquarters for Huaihe River control,under which six special regional headquarters,Xuchang,Xinyang,Huangchuan,Huaiyang,Chenliu and Shangqiu,were under jurisdiction.The Huaihe River control organizations at all levels worked together and conducted unified command,organized people to build flood storage projects,reorganized river channels and carried out mass water conservancy construction.Migrant workers are the main force in harnessing the Huaihe River.The local government of Henan Province mobilizes millions of migrant workers to participate in the construction of water conservancy in the Huaihe River by various ways.First of all,under the leadership of the party,the enthusiasm of the masses for patriotic governance of the Huaihe River can be aroused through reminiscences and complaints,political propaganda of current affairs,etc.Secondly,in the process of propaganda,we should use newspapers,blackboard newspapers,radio and other forms to publicize the significance and policies of Huaihe River harnessing,which are novel and widely accepted by the masses.Finally,we should remove the worries of migrant workers,solve their family production and living needs,and encourage the masses to participate in the construction of water conservancy in Huaihe River.Under the condition of limited funds,we should try our best to meet the demands of migrant workers' wages,accommodation,health and entertainment,and improve their enthusiasm for work through competition activities.Huaihe River water conservancy project inevitably occupies the land of the masses.Governments at all levels solve the production and living needs of immigrants by allocating land and adjusting houses,and try their best to solve a series of problems in the work of immigrants.It took eight years for Henan to control Huaihe River.Due to the lack of technical personnel,the limited hydrological data and the one-sided pursuit of project progress in the construction of water conservancy project in the early stage of Huaihe River control,many problems such as low flood control standard,serious project waste,project quality not up to standard,excessive labor and safety of migrant workers can not be guaranteed,lack of economic compensation for immigrants and so on arecaused,which provide experience and lessons for the later work of Huaihe River Control in Henan Province.
