In flood period of each year, the state and local governments in China spend a lot of human, material and financial resources on flood fighting to protect the life and property of the people who live in the areas liable to flood hazard and in the middle and downstream of rivers. Each flood damage hinderes the development of national economy and causes a serious loss of economy and people's life.During recent decade and more, major and super floods have taken place frequently in the Yangtse river and Huai river. The natural phenomenon of flooding is inevitable. It is not a surefire plan only to take engineering measures for flood control while climatic variation is far from being known. It is advisable to use non-engineering measures as supplementary approaches for flood control.Without doubt, it is still a important way to construct a series of key works and scientifically to forecast and regulate flood water , so that flood loss can be reduced as far as possible.In 1991 , a superflood had taken place in the all area along Huai river. It brought a great suffering to the people of all over the catchment although a million people , including officials and soldiers,joined in fighting the flood. The flood damage exposes the contradiction between people and flood,population explosion results in that people need more and more land for farming,a lot of flood-plain,flood-plain protection, retarding basin, and ever floodway are occupied by farmers for agricultural purpose. So that major or even middle and small flood can not be smoothly discharged in the river.To avoid the retardation of flood water, improve the discharging conditions and reduce flooding frequency and flowage damage on flood retarding basins, Huai River Commission made a decision to adjust and regulate the middle courses of Huai river.The authorial thesis is based on the main part of Huai river flood-protection planning , i.e., the flood-protection planning of Huai rivers middle courses. Author of thesis participated in the drawing up and the administrating of the plan. The problems, which occurred during the administration of the plan, will be analysed in detail and some useful conclusions are drawn in the thesis.The thesis consist of two parts, in the first part, three problems are discussed. (1) The current situation of Huai river catchment on natural hazard and flood protection is expounded. Flooding, drought and water pollution all exist on the Huai river catchment After a decade regulation, middle and small floods can be dischargedin safety along Huai river. (2) In the chapter two, several general plannings of Huai river catchment are discussed and successful and failing experiences are also summarized on the flood protection of Huai river. (3) In the chapter three, the executive practice is analysed on the adjusting and regulating planning of Huai river middle courses for flood protection.In the second part of the thesis, two key problems are studied. (1) The principles and approaches are explored on the post-evaluation of water resources planning and projects. (2) The post-evaluation model of the adjusting and regulating planning of Huai river middle courses for flood protection.Based on the model, the economical evaluation and comprehensive evaluation are completed in the chapter 5.
