Research On Classification Management Of General Aviation Maintenance

In recent years,with the promulgation of the National Thirteenth Five-Year Plan for General Navigation and the "Release of Service" policy,the general aviation industry has shown a rapid growth trend in China.The imperfection and lag of the general aviation maintenance system,the shortage of aviation maintenance and inspection personnel,the small number of general aviation regulations and consultation notices are few,and the update speed is slow.As a result,the "release management service" policy cannot be implemented well.This article provides a theoretical basis for the specific implementation of "release management service" from the perspective of maintenance classification and management.The thesis first introduces the development status of general aviation at home and abroad and the problems faced by general aviation maintenance and supervision.Then,the aircraft maintenance is classified according to various factors such as the flying mechanism type,the type of navigation business,and the level of aviation safety accidents,and the maintenance requirements of different types of aircraft are compared.Then combine the elements of the flying mechanism and the elements of the navigation business together to find out their common points,and establish a navigation maintenance framework for the reference of maintenance enterprises.Then based on the results of the general maintenance safety assessment system,the elements with low scores and large volatility as the entry point from the maintenance elements are used to calculate the weight of the key maintenance elements using the entropy method,determine the key elements and verify the feasibility of their selection.This paper combines the structure and operation classification of the aircraft and simplifies the construction of the general aviation maintenance framework,so that the general aviation enterprises can quickly locate the maintenance requirements.The classification,selection and analysis of the elements of general aviation maintenance should increase the authority of the person in charge of maintenance,lower the threshold of maintenance personnel,and lower the quality control to increase the release rate.The general aviation enterprises are divided into six levels according to the evaluation system,and different management methods are adopted for enterprises of different levels.General aviation enterprises can better understand the requirements of aircraft management,and at the same time can appropriately ease the pressure of general aviation supervision to better implement the policy of "combining decentralization with decentralization" to promote the development of general aviation.At the same time,it has certain reference significance for the revision of civil aviation regulations.
