| The South-to-North Water Transfer Project is a major strategic infrastructu re to alleviate the water shortage and maintain the ecological environment in the north of China.The project can help to promote the overall optimal allocat ion of national water resources,and realize the spatial balance of water resour ces,Since the Shandong section of the South-to-North Water Transfer Project was put into operation,the beneficiary population has reached more than 30 million[1].Shandong section of the South-to-North Water Transfer Project has lots of management organizations which are widely distributed,and the framework o f management organizations is very complex.At the same time,with the adva nee of the diversion work and the refinement of the company’s workflow,the traditional consultation and decision-making methods are increasingly unable t o meet the decision-making needs of the main line company,It is extremely ur gent to build a scientific and effective comprehensive consultation system to c arry the function of consultation and decision as well as mobile water diversi on information inquiry.This paper begins with the existing problems of the company’s comprehe nsive consultation status,Determining the technical route of the comprehensive consultation system and put forward it’s construction goal with reviewing the development status of decision support system(DSS),consultation system,W EBGIS and other related technologies.Then the detailed requirement analysis is carried out in combination with the construction goal of the system.Then we propose the architecture designed of Comprehensive-Consultation system.Mean while,we defined the interaction and the boundary between the Comprehensi ve-Consultation system and the other systems in Operation-and-Management S ystem.It provides a solid foundation for detailed design.The final Comprehens ive-Consultation system in this paper is suitable for the consultation and decis ion-making needs of the South-to-North Water Transfer Project.The final comprehensive consultation system in this paper is suitable for the consultation and decision-making needs of the South-to-North Water Diversion Project.The system is developed with WebGIS,WebService,Java and other technology Combining DB2 database and Weblogic middleware to provide data and application services for application system and it is also well integrated with the business application subsystem of dispatching operation management system.The system realizes the hot standby,at the same time,with the help of IBM-SVC and database active technology,the remote disaster recovery of business data is realized.The system realizes many functions,such as comprehensive information service,emergency plan,comprehensive consultation,mobile scheduling and so on,it provides a good information system support for the scheduling and decision-making of major events of the trunk company,and it ensures the comprehensive and accurate acquisition of dispatching information,So that the comprehensive consultation work of the trunk company can be carried out efficiently and orderly. |
