The emergency resources otport oil spill is an important guarantee to prevent and control Marine ecological environment polluted by oil,spill accidents.Rational distribution of emergency resources is the key to realizing efficient emergency response and reducing losses.In recent years,Under the pressure of increased awareness of Marine ecological environment protection and legal requirements,Guangzhou,shenzhen,tianjin,sanya and other coastal ports have started the planning and implementation of Marine emergency capacity building,and increased investment and allocation of corresponding oil spill emergency resources.However,the construction of emergency capacity of coastal ports is relatively independent,and the repeated allocation of resources at low-level,the change of risk distribution and other problems emerge.Therefore,it is of great significance to effectively improve the emergency capacity and realize the rational distribution of emergency resources.The correlation of emergency resources between ports is analyzed and the network model is established based on the social network analysis(SNA)methodology in this'thesis,and on this basis,the case analysis and the design and evaluation of the possible adjustment scheme of emergency resource layout are carried out,aiming at providing support for the rational distribution of emergency resources.This thesis firstly analyzes related researches made by domestic and foreign scholars on the allocation of oil spill emergency resources.The development of SNA methodology,related research methods and practical application tools are described.This thesis introduces and compares the relevant theories and methods involved in the research of emergency resource correlation,which lays a theoretical foundation for the research work of this thesis.Then,based on the methodology in SNA,this thesis proposes the method of establishing the network model of port oil spill emergency resources.Furthermore,the associated network is divided into demand network and current situation network.The demand network measures the emergency resource demand by the port's oil spill risk,establishes the evaluation index system for the risk of oil spill in port,calculates the comprehensive evaluation value of port oil spill risk by entropy weight method and grey relation analysis,and calculates the demand correlation matrix by the risk evaluation value.The present situation network is based on the construction of port oil spill emergency resources to calculate the present situation incidence matrix.Based on the network characteristics such as density,centrality and block model,this thesis analyzes the role status and structure characteristics of network nodes.In the last section,taking the ports above the coastal scale as an example,this thesis analyzes the model of port oil spill emergency resource association network,the difference of the distribution of nodes in the two networks is analyzed,and the related enlightenment of emergency resource layout is put forward.According to the results of network comparative analysis,It is concluded that the distribution of demand network and current network does not match completely and there is the possibility of adjustment.At the same time,the possible adjustment scheme is proposed,and the loss function is used to establish the evaluation model of emergency resource layout to verify that the loss of the adjusted layout scheme is less than that of the existing resource layout.
