With the development of urbanization in today's society,the expansion speed of urban transportation facilities lags behind the increase in motor vehicle ownership,and the urban road traffic becomes more and more crowded,which has seriously affected the work,study and life of urban residents.Increasing the supply of traffic can only be the way to cure the problem,to deal with the congestion of urban traffic,we should restrain the emergence of traffic travel demand from the source,road toll policy has also emerged.Urban road tolls use the principles of economics,most of them take the maximum social benefits as the goal of analyzing traffic problems,through tolls to avoid excessive use of urban roads and maximize the efficiency of road utilization.Urban road congestion toll is an important measure of traffic demand management,which has been adopted by several modern cities in the world,it guides and adjusts traffic flow by toll,and achieves the goal of alleviating traffic congestion,while charging also increases the government revenue and improves the rationality of residents' choice of travel mode.This paper analyzes the economic theory of urban road congestion and the rationality of the game theory applied to the problem of urban road congestion,and on this basis,the research of three parts is carried out.Firstly,the urban road congestion charge is discussed through the two-tier planning model,the Stackelberg model is selected to analyze the research problem and the model analysis,and the mathematical model is constructed and the study is selected to verify the calculation,and then the crowding toll in the complex road network is studied.Taking into account the considerations and strategic choices of all the bureaus in the game,the problem sits in three games to be analyzed in three times,and the two-tier planning model of urban congestion charge under the complex road network is finally constructed,and the solution process of layered iteration is given.Finally,the difficulty of model validation is analyzed and the bi-level programming model is verified by using particle group optimization algorithm,after describing the particle group optimization algorithm and its advantages,the particle group algorithm is optimized according to the model constructed,the specific solution steps are given,the model and the algorithm are verified by selecting the study,and the best charging scheme is obtained.The final results show that the particle group optimization algorithm solves the urban road congestion toll model efficiently and accurately,and the formulation of urban road congestion toll pricing based on multi-objective game can expand the social income and reduce the proportion of private car travel,which is scientific and reasonable.
