| The tendering and bidding system is an internationally accepted construction project contracting and awarding mode,which can not only create a fair,just and open competition environment for bidders,but also make a great contribution to the project investment cost saving of tenderers.Bid evaluation is the core of all links of bidding and tendering.A scientific and reasonable bid evaluation method is not only the key to selecting a contractor with strong comprehensive strength,but also the premise to ensure the quality and progress of subsequent projects.Due to the shortcomings of the existing bid evaluation methods in China,which may affect the final bid evaluation result and reduce the quality of the bidding work,it is particularly important to seek a more scientific and reasonable bid evaluation method and establish a bid evaluation index system that conforms to the characteristics of the project.Based on the multi-criteria group decision method and its related theories,this thesis constructs a bid evaluation method for construction projects based on improved interval2-tuple VIKOR.This method fully considers that each bid evaluation expert has different professional knowledge background and experience,and uses the method of similarity to calculate the expert weight,which overcomes the subjective arbitrariness given by the traditional bid evaluation method.At the same time,the improved multiplicative method is used to effectively combine the subjective weight and objective weight of indexes in the bid evaluation system.Then the alternative bidding enterprises are sorted to find the nearest bidding enterprises from the ideal scheme.Finally,the objectively constructed index system and the improved bid evaluation method are applied to the case analysis,and the results prove that the method is scientific and feasible. |
