In this paper, we are primarily concerned with the fuzzy decision making methods under linguistic information and their applications to the all-round evaluation of Zhanjiang's expressway. About the LFMCDM (fuzzy multi-criteria decision making based on linguistic variable), there are two main methods: one is the way based on the OWA; the other based on the D-S Belief structure. At the same time, a new one called Linguistic fuzzy cut-set method is presented in this paper. By using the new method, which can be applied to some cases, not only the best alternative but also a permutation is achieved.In addition, the expressway evaluation models are introduced in this paper. Because the construction of thruways is expensive, and, especially after their completion, they affect not only the technological capability of current road nets but also the environment and society. So a number of evaluations have to be made. But, sometimes results of these evaluations will not be consistent with one another and even counteract, so the all-round evaluation is essential. There are some traditional methods such as AHP, and only the Simplex Matrix method is offered in this paper.Finally, the Linguistic fuzzy cut-set and the Simplex Matrix methods are both applied to the ZhanJiang's freeway all-round evaluation. Compared with Simplex Matrix method, the Linguistic fuzzy cut-set is simpler and can also give a good decision result.
