| As a modern mode of transportation,expressways play a vital role in economic development.However,the investment in expressway construction is large,with the characteristics of long construction period,complicated construction technology and wide coverage.It is not enough to drive the development of expressway by government investment alone.As for the construction of expressways,the PPP model has great advantages.Not only can the role of private capital be used to solve the problem of insufficient government resources,it can also optimize resource allocation,operate projects in a more flexible manner,and can achieve the purpose of "benefit sharing and risk sharing".Therefore,it is necessary to focus on the risk identification,assessment and response of highway PPP projects.This article will re-analyze based on the current advanced achievements of the PPP model at home and abroad,and analyze and elaborate on the definition,classification and characteristics of the PPP model,especially the advantages and disadvantages of using the PPP model in highway construction;Identified and evaluated the risks of highway PPP projects,divided the categories of risks,constructed a set of risk factors,and conducted a quantitative analysis of the risks of each project;established a risk evaluation model using AHP and fuzzy theory,combined with specific The case verifies the feasibility of the model,and calculates the main risk factors of the case project;in terms of PPP project risk sharing,the risk sharing principle is clarified,and on the basis of the project’s overall interests,the risk sharing of the project participants is carried out Planning;put forward the basic measures of PPP project risk management,analyze and design specific countermeasures of PPP project risks.To a certainextent,it contributes to the risk identification,evaluation and response of our country’s highway PPP projects. |
