Research On The Architect Responsibility System Promoted By The Supply-side Structural Reform

In recent years,China has continuously promoted and deepened supply-side structural reforms in various industries,aiming to stimulate demand-side investment and stimulate economic growth by improving the quality of supply-side products.The engineering construction field is also facing many reforms.The implementation of the architect responsibility system is one of the important contents.The architect responsibility system is one of the typical models of the whole process engineering consulting in the field of civil construction.It emphasizes the leading role of the architects and provides the design consulting management services for the whole process or part of the construction of the project,promoting the country from the supply side of the building products,which improves the quality of the construction industry.Masters of architectural design,as the soul of the design consulting management team,which architect responsibility system will surely meet the needs of the owners and significantly improve the quality of the supply.The implementation of the architect responsibility system not only requires the government’s policy guidance,but also requires the active cooperation and transformation of the main body to enhance the building awareness of the architect’s responsibility system.It is an urgent task to find a method to realize the architect responsible system which is suitable for China’s national conditions.Based on the status quo of China’s construction industry,and the requirements of the supply-side structural reform on the construction engineering field,combined with the reality of engineering construction,taking the architect team as the research object,this paper focuses on the implementation of the design unit for the architect responsibility system,deeply analyzes the essential connotation of the architect responsibility system and establishes the ideological cognition of the architect responsibility system.Through pilot analysis and interview research to understand the actual implementation of the architect responsibility system,this paper summarizes the key problems that exist at present: the development of basic design work,the development of expanded design work,and the implementation of the system guarantee of responsibility system.Based on this,two different architect responsibility system implementation methods are proposed: one is responsible for the comprehensive coordination of the project design package,and the other is architect-engineer mode to achieve the role breakthrough,both of which emphasize design as the core.At the same time,combined with the actual situation of China’s housing construction market,the specific work content of the architect team in the two implementation methods is analyzed.Finally,it proposes corresponding countermeasures and suggestions from the aspects of organization construction,responsibility subject and risk sharing,to solve the implementation of responsibility system,and provide institutional guarantee for architect responsibility system.The research results of this paper can provide a useful reference for the design consulting firm to identify the architect’s identity in the project construction process,and help architects play the leading role to achieve architectural innovation.It is of practical significance to accelerate the landing process of the architect responsibility system,promote the effective formation of the market competitiveness in design industry,and promote the sustainable and healthy development of the construction industry.
