A Study On Urban Design Implementation Management In Guangdong Province From The Perspective Of Planning Game

With China’s urban development entering a new normal,people’s desire for a better life is constantly rising,and the traditional extensive urban development and construction management mode is facing the requirements of refinement.As a planning and design method aiming at three-dimensional spatial form,urban design contains multiple values and coordinative ability.Under the new concept of urban co construction,co governance and sharing,it is also increasingly linked to governance capacity.In 2017,Ministry of Housing and Urban-Rural Development of the People’s Republic of China issued <Measures for the Administration of Urban Design>,which clarified the important role of urban design in urban development and construction management from the national level.Under the environment of market economy,the benefit game has become an issue that must be faced in the process of urban design implementation management,with diversification of participants in the process of urban construction.In this context,it is necessary for us to think about the characteristics of urban design implementation management(UDIM),the influencing factors of selection in implementation management,the internal reasons and the nature of the influencing factors of choices in current UDIM game,and how to improve the level of UDIM.This paper takes the UDIM in Guangdong Province as the research object,summarizes the historical development,current situation characteristics,and corresponding interest pursuit and game characteristics.Then,it concludes the factors that influenced the game selection of UDIM in Guangdong Province through field interviews.On this basis,this paper constructs the cost-benefit model of interest groups according to the game characteristics of the UDIM in Guangdong Province,and analyzes the internal causes of the game choice and the nature of the influencing factors.Finally,the target and idea is put forward that introducing a game analysis of urban planning in the UDIM in Guangdong Province,combined with the relevant theories and cases at home and abroad.The research shows that the development of urban design in Guangdong Province is essentially a process in which the government pursues the maximization of public interests and development interests,which has the characteristics of planning game.Current UDIM is based on the benefit game,and the superior standard guidance,the level of urban development,the influence of special policies and the knowledge rationality of relevant personnel are the important influencing factors of the choices in UDIM.In terms of game characteristics,UDIM in Guangdong province is a combination of cooperative game and non cooperative game in which local governments and developers participate.The comparison of marginal transaction cost is the internal reason for the choice of urban design implementation management game,and the impact factors of the choice of game mainly affect the definition of spatial interests and marginal transaction cost.On this basis,this paper puts forward the optimization targets and ideas of UDIM in Guangdong Province which includes to improve the bottom line control,to promote the overall rational,and to enhance the knowledge rationality in the process of UDIM.
