In order to implement “the Opinions of General Office of the State Council of the People’s Republic of China on Promoting the Sustainable and Healthy Development of the Construction Industry”,labor enterprise qualifications were abolished,and professional construction enterprises were advocated vigorously.It would solve the problems of disordered order in labor subcontracting market,frequent quality and safety accidents,and damaging workers’ legal rights,etc.Moreover,it would also achieve corporate management of workers,promote workers to be technical,educated and occupational,and ensure the sustainable development of the construction industry.It has become an urgent issue,which is being faced by construction industry currently.Consequently,professional construction enterprises were considered as research objects,and promoting the development of employment model of professional construction enterprises was considered a research focus.Xi’an,Shaanxi Province,as one of the first batch of labor employment reform’s pilot cities,which were granted by the Ministry of Housing and Urban-Rural Development of the People’s Republic of China,its labor employment status had been investigated deeply.Then combined foreign employment conditions to comparative analyze,clarify Chinese labor employment situation and find the core issues of development bottleneck of labor employment mode.What’s more,combined with basic research data and construction workers’ attributes.And used Logistic regression and ISM analysis conjunctively.From the perspective of construction workers,researched and explored the willingness of them to set up professional construction enterprises,then extracted significant influencing factors and their hierarchies.It shows that there are 8 factors.Thereinto,the number of projects,the tax costs and construction workers’ knowledge of professional construction enterprises are surface direct factors.Family structures,policies support and skill levels of construction workers are middle indirect factors.Education and age of construction workers are deep root factors.Furthermore,under the development of professional construction enterprises,the three-party evolutionary game model between local governments,contractor teams and construction enterprises were built to discusses their evolutionary paths and stability strategies.And Matlab was used for numerical simulation to demonstrate the influence of different initial states and key factors on the evolutionary results.It shows that increase the initial strategy probability of three-party,increase local governments’ support,reduce local governments’ cost,improve local governments’ reputation,increase contractor teams’ transformation income,reduce contractor teams’ operational management cost,increase construction enterprises’ employment income,save construction enterprises’ labor cost,and lower construction enterprises’ supervision coordination cost,etc.,which will help the dynamic system to evolve toward an ideal state of local governments “support”,contractor teams “transformation”,and construction enterprises “employment”,which is conducive to the development of professional construction enterprises.Based on the above analysis of promoting the development of professional construction enterprises,specific suggestions and opinions are targeted to proposed to provide scientific basis and support for the administrative department of the construction industry to promote the employment mode of professional construction enterprises.
