Flash flood Prevention is the difficulty and weakness of Chinese disaster management and flood prevention.Flash flood has resulted in large casualties and losses.In order to effectively reduce the casualties caused by flash flood on watershed,research on small watershed flood pre-alarm communication system based on multi-communication mode becomes necessary.This thesis is based on the real-time warning information from the thematic database of mountain flood disaster.An in-depth study is made about the availability of ground power,ground network,wireless network and satellite network during the occurrence of mountain flood disaster.The necessity of the communication system for small watershed flood warning,which integrates multiple communication methods and provides seamless vertical public service,is discussed.The system can communicate if the ground power and broadband are normal,and also can provide warning communication service if it is ruined.It improves the early warning delivery comprehensive ability of water authorities.The design and implementation of small watershed flood pre-alarm communication system based on multiple communication modes are mainly studied in this thesis.Results are as follows:1.The existing infrastructure of Miaojiaying watershed,such as surveillance network and warning infrastructure,is introduced.Overall demand of the system is analyzed in the thesis.2.The structure scheme of pre-alarm communication system for small watershed flood prevention has been designed as a whole.The application architecture,technical architecture,early warning communication flow and communication mode of the system are studied from the multi-level and multi-aspect.3.The functional modules of the system software are designed in detail by using the sequence diagram and database.Meanwhile,the hardware parts,such as the village pre-alarm host,household access machine,General Packet Radio Service(GPRS),3/4G,Short Message Service(SMS)communication module,and the circuit diagram are selected.The equipment connection scheme is made.The communication protocol between the software and hardware is planned in detail.4.The thesis describes the software & hardware configuration of system development and software & hardware requirement of software service operation.The realization of system software with class diagram and encoding of Web,App terminal and WeChat terminal are discussed.The system hardware is actualized by purchasing and fabricating.5.Finally,a set of small watersheds flood pre-alarm system for multiple communications is built.The main services of the system are tested and verified by integrating communication modes.The test results prove that the system is effective in transmitting pre-alarm information.In this thesis,the flood pre-alarm system of small watershed realizes the full coverage as verticality reaches bottom and horizontality reaches edge of the mountain flood preplan.It improves the ability of resident about self-prevention and self-rescue.The county-level flood control and command platform are initially built.The flood control measurements at the grass-roots level are strengthened.
