Modern thermal power is characterized by its large scale and installed capacity,wider range of transmission and distribution,higher efficiency,etc.,so they have higher requirements for safety.Whereas the complexity is the systems and production processes bring a lot of adverse effects for safe operation.The safety risk control in the production stage is of great significance to the long-term healthy development of electric power production.According to the characteristics of safety production in deep load changing thermal power plant A,this paper takes thermal power plants as a system for comprehensive consideration and comprehensively analyzes 6 factors(i.e.,4M-C-I)including environment,personnel,equipment,management,safety culture and safety information,and constructs the safety risk assessment system in the production stage of thermal power plants.The evaluation index and scale of safety risk in the production stage of power plant are determined.Based on the risk assessment and management research,a 4M-C-I safety risk management system model for thermal power plants is proposed.Based on the current situation of safety management and safety risk evaluation in the production stage of A thermal power plant,A 4M-C-I safety risk management system in the production stage of A thermal power plant is designed.Through the implementation of 4M-C-I safety risk management system,the safety risk control strategy,risk control procedures,risk control methods and safety risk control measures of A thermal power plant have been improved,and the safety production management level of thermal power plant has been comprehensively improved. |
