Cause Analysis Of Building Electrical Fire Accident And Prevention Strategies Of Behavioral Science

The situation of building electrical fire in China is still severe and has not been effectively contained.In order to clarify the various causes of building electrical fire accidents and obtain specific and practical accident prevention countermeasures,this paper takes the accident cases as the research object,selects the behavior-based accident causation “2-4” model as the theoretical basis,and analyzes the personal and organizational unsafe behavior causes of 66 building electrical fire accidents in China,mainly from the unsafe behavior causes of accidents Based on the analysis results,the corresponding management and control suggestions are given.The conclusions are as follows:1)The occurrence law of building electrical fire accident is revealed.From 2003 to 2017,the number of building electrical fire accidents in China shows a fluctuating trend,among which the number of accidents,deaths and injuries in 2003 is the largest;according to regional distribution statistics,the number of building electrical fire accidents in East China is the largest,the number of deaths in Northeast China is the largest,and the number of injuries in East China is the largest.2)The classification framework of the behavior causes of building electrical fire accidents is established,and the analysis method of the accident causes is given.The process of accident occurrence and development is divided into two levels: causing accident(the fire source,the development of the fire,the safety management and personnel allocation)and expanding accident(the self-rescue,the rescue and the extinguishing).Combined with behavior-based accident causation “2-4” model,each cause module is specifically defined,and four major causes of unsafe behavior are identified and classified.3)According to the behavior-based accident causation “2-4” model,four typical building electrical fire accidents of different levels are analyzed,and the detailed technical route of accident cause analysis is established according to the classification and analysis of four typical accident cases.4)Based on the technical route of accident cause analysis,all kinds of causes of building electrical fire accidents are analyzed comprehensively and systematically,and the law of causes of building electrical fire accidents is revealed.In the direct cause of the accident,590 unsafe actions and 127 unsafe physical states occurred in total;in the indirect cause of the accident,1142 unsafe habitual behaviors are statistically obtained;in the root cause of the accident,318 safety management system deficiency factors are statistically obtained;in the root cause of the accident,17 categories and 565 safety culture deficiency factors are statistically obtained.5)According to the results of the analysis of the causes of building electrical fire accidents,the accident prevention system is established,and the 10 main elements and9 functional modules of the system are described in detail.The system can master the production operation,equipment,accident data and other conditions of the production unit,realize the early warning of potential safety hazards,and timely find,trace and deal with various problems.
