Research On Design Management Of Wind Power Projects Based On Investors

In May 2019,with the promulgation of the NDRC's new round of on-grid tariffs for wind power,China's onshore wind power projects will determine on-grid tariffs through competition.China's wind power has entered an era of parity,New energy will compete with traditional hydropower and thermal power generation plants with cheaper electricity prices.As an investment company of wind power projects,if they do not want to be eliminated,they can only continue to develop new management methods to reduce investment costs.Design management is the basis for the start-up construction of wind power projects.It is also an important management and control process for investors to establish wind farm design strategies and design goals,control construction costs,and fight for grid connection progress.Establishing a complete design management system and providing a good design environment can effectively reduce the cost of electricity and help wind power project investors achieve the goal of reducing costs and increasing efficiency,At the same time,in-depth research on design management by wind power project investors can also drive collaborative innovation throughout the industry chain,paving the way for sustainable development of the industry after parity.This article first aims at the practical problems in the design management research of wind power project investors,and qualitatively analyzes the influencing factors of wind power project design management from the perspective of project management.Secondly,through the multi-case analysis method,literature analysis method,and personal experience,four major categories of factors affecting the design and management of wind power project investors are obtained,namely internal organization,engineering construction,professional technology,and social and environmental factors.Thirdly,using the method of questionnaire survey and analytic hierarchy process,a hierarchical structure of influencing factors was established,and a weighting analysis and consistency check of influencing factors were conducted by constructing a judgment matrix,quantitative analysis of the key influencing factors of design management of wind power projects is the clear design management goals,the configuration of design management personnel,the establishment of a unified information management platform,wind resource assessment,selection of design suppliers,application of new technologies and design changes management.Finally,combined with the actual case of the Donggouhe Phase I 50 MW wind power project in Shanxian County,Shandong Province,based on the key influencing factors of design management identified in this article,the validity and practicability of the conclusions of this research are verified by examples.
