Study On The Government’s Role In The Construction Of Qinhuangdao As A Modern Port

With the strategic concept of "one belt and one road" and the coordinated development policy of Beijing,Tianjin and Hebei,the construction of a modern port will become the main thread for a period of time.Only with the participation of the government can the port realize its modernization.However,in the whole process of modernization of the port,the role of the government is often inadequate or biased.It is of practical significance to study the role of the government in the process of port construction in order to rationalize the functions of the government,identify the positioning of urban functions and achieve sustainable development.Taking Qinhuangdao City as an example,this paper uses reading research,summary,empirical research,data mining and other research methods to sort out the development process of Qinhuangdao City Government in the construction of modern port,and then analyzes the problems and causes in the relevant process,so as to build a complete development strategy of Qinhuangdao modern port from the perspective of government function theory.Based on the government function theory,market failure theory and government failure theory,this paper holds that the main problems existing in the process of building a modern port of Qinhuangdao are: the overall planning is not in place,the lack of unified policy support,and the government’s promotion of port city integration Insufficient strength and support measures.This paper studies the role that the government should play in the process of promoting Qinhuangdao to build a modern port,and puts forward feasible suggestions in four aspects: improving the port development plan,promoting the diversification of port economy,promoting the coordinated development of port and city,and strengthening the construction of public service platform.The research of this topic can provide suggestions for the development of Qinhuangdao port,and provide sustainable development reference for other port cities facing the same problems.
