A Study Of Government In Promoting The Resources Integration Of N Port Group

In order to study the relevant measures of N port group resource integration further promoted by government,this article analyzed the current situation of resource integration research at home and aboard meanwhile studied some key concepts and the basic theory involved in port integration.This paper is going to describe from these following aspects.By sorting out the existing problems of the government's promotion of N port group resource integration at this stage,it could be divided into five parts.Lack of government guidance,No immediate effect of port layout and resource structural adjustment,the interests of all parties hard to highly unified and too much government interference in the production and operation of enterprises,lack of talents with experience in comprehensi ve management of government and port and waterway.The root cause of the above five issues are as follows;firstly,management mechanism of port management laws and regulations are imperfect.Secondly government leading and enterprises participating should cooperate and promote integration.Thirdly equity relationship and administrative division complicated.Fourthly the government function is not clear.Lastly lack of communication channels and incentives.Comprehensively speaking,for the above the port resource integration issues and root cause analysis,I optimize the planning from the bellowing five aspects of port resource integration promoted by government.In order to highlight the effect of the port resource integration promoted by government,the government should take some administrative actions including strengthen overall planning of the port resource integration and support force,optimize financial and tax guidance and support policies.Deepen the scope of port resource integration,strengthen the construction of port and shipping talents.Intensity government supervision etc.,The above actions are underlying the government leading role and highlight the effect of the port resource integration.No matter in what resource integration process,government can elevate the support capability for resource integration overall planning.The government should make development plans from the perspective of political strategy,integrate with sustainable development and overall planning,coordinate infrastructure development and resource exploitation and utilization.And also government should ensure the implementation of the plan and actual landing of it.At the same time,as the baton of the port resource integration,the government should establish the policy and monitor the function,strengthen the perfection of administrative management system.Through detailed management regulations,strengthen port planning and management,improve port environment measures,and ensure the smooth progress and good development of port integration.Policies are the wind vane to guide the development of enterprises,especially the implementation of financial and tax support policies can improve the attraction of regional urging enterprises to introduce and develop and play a positive role in promoting port integration and investment and the introduction of high-end talents.Through the financial credit support policy,which improves the capital guarantee of port integration,innovates investment and financing methods,promotes financial finance,and reduces the financing cost of port integration enterprises.The original intention of port integration is to avoid the homogenization development of adjacent ports in the region and improve the comprehensive competitiveness of the region by integrating resources and giving full play to the overall advantages.Government will upgrade the level of policy services,standardize and simplify administrative examination and approval,optimize the organizational structure of the government,rationalize responsibilities,improve efficiency,strengthen government functions and market regulation and allocation,and ensure port integration.The government should strengthen the supervision,protect the ecological development of the port,and formulate the strategy of talent attraction and development.Through the above five optimization measures,we can provide guarantee for the integration of N port group resources from macro policies to specific measures,so as to improve the comprehensive strength and overall competitiveness of N port group,and promote the economic development of hinterland while realizing its own leapfrog development,and finally deepen the structural reform of supply side and revitalize the regional economy.It is a good example for port integration in other regions.
