Pedestrian and Cycling are the most common modes of travel in small and medium-sized cities.At the beginning of the 21 st century,the concept of P&C traffic was introduced to China,and some small and medium-sized cities have compiled traffic plans.But so far,Pedestrian and Cyclist are still in a stage of insecurity.P&C traffic still faces the problem of large travel bases,many problems,and inadequate planning.Firstly,This study summarizes the types of space in small and medium-sized cities as Cell space,network space and road section space,and uses different methods for spatial analysis of three types of space.By means of the buried data detection equipment of continuous data,the quantitative analysis of the travel composition of the space in the small and medium-sized cities is made.Secondly,Based on spatial analysis,methods for P&C traffic planning such as strategy,zoning,network,events,and key projects are proposed.According to the walking,bicycle,bus travel ratio and urban conditions of more than 60 small and medium-sized cities,the traffic priority development model is determined,and then research the current zoning strategy.The heat space and space overlay models are established respectively,and the network planning method is proposed.According to the needs of people's livelihood,the planning method of the crossing river project,the road network in the village,the Street vendor type street,and the riverside greenway key project are proposed.Thirdly,Evaluation is made from three levels: space,network,and key facilities.The connectivity is evaluated by using the P&C island as the basic unit space,And the zone activity is evaluated based on the travel rate assignment,and the evaluation unit are ranked.According to the concept of "life circle",measure the accessibility of networks.Fully integrate urban roads such as urban trunk roads,secondary trunk roads,and branch roads.Included in the network of roadways,urban village roads,riverside passages,etc.,and analyzes the time and distance benefits of urban village roads.Dedicated road benefit evaluation for key facilities across the river "air corridor".Lastly,The use of small and medium-sized cities to slow down has a long history and deepens the hearts of the people.Put forward laws and policies,link control regulations,guarantee road rights,public participation,collaborative special planning,people's livelihood projects,assessment reports,big data indicators,image data ten aspects of protection strategies.Realize the transformation from urban space to human space and car to human.
