In order to further accelerate the construction of new urbanization,and at the same time speed up the reform of distribution service to better support the sustainable and healthy development of the construction industry and promote the upgrading of the construction industry.In 2017,the State issued the "Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry".According to the decision-making and unified deployment of the Central party and the State Council,it only revolves around the overall layout of the "five in one" and the strategic layout of "four comprehensive".Industrial development must firmly establish and implement the development concept of innovation,coordination,green,openness,and sharing,adhere to the structural reform of the supply side,and deepen the “distribution service” of the construction industry in accordance with the requirements of application,economy,safety,greenness and beauty.Improve the market supervision system and mechanism,further optimize the market environment,comprehensively improve the quality and safety of the project,strengthen the construction team,increasing the core competitiveness of the enterprise,thereby promoting the sustainable and healthy development of the construction industry,and further building the brand power of "construct in China".Entering new century,China has undergone the strengthening of national economic infrastructure construction and industrial technology innovation,and the scale of the construction industry has been continuously expanded,which has driven a large number of related industries,promoted social employment,and made important contributions to economic,social and urban and rural construction.But at the same time,with the new demands brought by the market and the new situation of development,we can also find that the current state-owned construction enterprises still generally have a large but not strong situation,and the corresponding regulatory system and mechanism need to be improved,and the organization and organization of the project needs to be improved.At the same time,there are also outstanding problems such as the need to further improve the quality of construction,the standardization of construction processes,the need to further improve the design capabilities,weak competitiveness in the enterprise market and the lack of high-tech capable employees.As of now,China's construction industry entered a new stage of development.As a subsidiary of a large state-owned construction company,DY Company has become a research object on how to achieve high-quality development.This paper attempts to combine the relevant frontier theory of current enterprise strategic management research,as well as state-owned construction enterprises as a model,following linking theory with practice,according to the height of corporate strategic development,combined with the analysis of the internal and external environment of state-owned construction enterprises,using PEST analysis,Boston matrix,SWOT Research tools such as analytical methods,combined with the development status of DY company,a state-owned construction enterprise,analyze the opportunities and challenges faced,design a business strategy based on modern management theory,and develop a modernization framework for the company in line with the overall strategy of the parent company.The strategy of transformation of grassroots construction enterprises and the development of effective safeguard measures,in an effort to provide an effective path for the sustainable and healthy development of DY.
