Research On Operational Performance Evaluation Of The Utility Tunnel PPP Project

In order to promote the healthy development of PPP project,the Ministry of Finance has promulgated many policy documents in recent years,and advocated the annual performance evaluation of PPP project in pilot cities in May 2016.However,how to evaluate and what is the specific evaluation framework has not been clearly stated.The performance appraisal of the PPP project of the utility tunnel should be the whole process,but the actual situation is that after the completion of the construction period of many PPP projects,the government is easy to neglect the supervision and evaluation of the project operation.Compared with the decision period and the construction period,the operation period Performance evaluation is relatively weak.In addition,the traditional performance evaluation methods have certain defects in solving the ambiguity and randomness of the evaluation indicators,so that the rationality and objectivity of the evaluation results need to be improved.Based on stakeholder theory,literature research,expert interviews and other theoretical methods,this paper uses cloud model to effectively solve the problems of fuzziness and randomness in the evaluation process,and studies the operational performance evaluation of the utility tunnel PPP project from various angles.The main research contents are as follows:（1）Based on the analysis and discussion of stakeholders,PPP project performance evaluation,cloud model and other basic theories and research status at home and abroad,this paper points out that there is little attention and research on the PPP project performance evaluation in the operation period of the utility tunnel,and the establishment of the evaluation system does not fully consider the needs of multi-stakeholders,so it puts forward the establishment of an index system based on stakeholder theory.The commonly used performance evaluation methods mostly consider the fuzziness of indicators,but neglect the randomness of indicators.Therefore,the evaluation model based on cloud model method is proposed.（2）The purpose of this paper is to balance the needs of multiple stakeholders.The stakeholder theory is used to analyze the needs and contributions of government S₁,social capital S₂,pipeline user S₃ and public S₄ during the operation period of the utility tunnel.Then,combined with literature research and expert interviews,determine the list of operational performance evaluation indicators for the utility tunnel PPP project,delete the controversial or less important indicators in the indicator list through questionnaires and mathematical statistics.Finally,the operational performance evaluation index system of the utility tunnel PPP project with14 first-level indicators and 29 second-level indicators was determined.（3）In this paper,G1 method and entropy weight method are used to determine the combined weights of evaluation indicators,which make up for the shortcomings of single weight determination method.Then,by evaluating standard cloud,data processing of evaluation indicators,and evaluating comprehensive cloud computing,a utility tunnel PPP project operation performance evaluation based on cloud model is constructed.（4）This paper takes Nanning Comprehensive Pipe Gallery Project as an example,and makes a case study through the index system and evaluation model.The comprehensive evaluation grade of the utility tunnel project is"good",in which the evaluation results of government S₁,pipeline user S₃ and public S₄ are"good";the evaluation results of social capital S₂ are"excellent".It shows that all aspects of stakeholder implementation are in place,and the operation performance evaluation is in good condition.However,in the second-level performance evaluation indicators,individual indicators such as price adjustment mechanism flexibility S₁₃₂,price adjustment satisfaction S₃₂₁,government affairs and information openness satisfaction S₄₄₁41 are"poor".Based on the evaluation results,this paper puts forward some suggestions to improve the operation performance of PPP project in Nanning utility tunnel.In addition,the cloud image of Nanning utility tunnel PPP project operation performance evaluation also intuitively shows the randomness and fuzziness of the evaluation,reflects the rationality and effectiveness of the construction of the utility tunnel PPP project operation performance evaluation based on cloud model,and helps to improve the relevant theory and practical research of the utility tunnel PPP project.
