The utility tunnel is an advanced modern facility that centralizes all kinds of municipal function pipelines in the city and manages them under the ground.It can truly solve the problems of repeatedly digging the road surface and disordered pipelines caused by the direct buried laying in the past.At present,PPP mode has become an inevitable development trend when applied to the utility tunnel project.The key point in the implementation of this model is how to make the investors in the society have the willingness of financial support and obtain reasonable income.As it has just been popularized and applied,PPP model can not effectively analyze the uncertainty of investment income of pipe gallery project.In this paper,the certainty and uncertainty analysis methods are used to fully explain the necessity of the construction of the utility tunnel and the rationality of the economic benefits,analyzes the income and the risk factors that affect the income of the utility tunnel in the whole life cycle,and give management measures and suggestions.The purpose of this paper is to demonstrate the profitability of PPP mode in the utility tunnel project and what factors will affect the profitability of the utility tunnel project.First of all,this paper expounds the classification of the product attributes of the utility tunnel,and summarizes the advantages of the PPP mode combined with the characteristics of the project application;Secondly,through the existing literature to analyze the composition of the income of the PPP project,sort out the risk factors that affect the income in the process of project implementation,then get the risk factor system of the project income,score it by experts,and then use the method of comprehensive entropy and AHP to get the weight of each risk factor after combination to determine the final risk value of each risk factor;Finally,taking Ganzhou city utility tunnel project as an example,through the financial statement to carry out the certainty analysis,affirmed and defined the profitability of the utility tunnel;at the same time,the uncertainty factors are analyzed,according to the break even analysis,multi factor sensitivity analysis and various difficult to quantify risk factors,and through the establishment of these quantifiable and non quantifiable factors hierarchy extension model to comprehensively evaluate which factors will have a greater degree of risk to the benefits of the utility tunnel.
