Research On The Construction Of Fault Tolerance Mechanism In The Reform And Innovation Of State-owned Enterprises In China

The 19 th National Congress of the Communist Party of China pointed out that China's economic development has entered a new era,and the major social contradictions in China have been transformed into the contradiction between the people's growing needs for a better life and the unbalanced and inadequate development.The transformation of major contradictions requires leading cadres and state-owned entrepreneurs of the party and the state to bear the responsibility of deepening reform and promoting innovation and development.In his speech at the seminar on learning and implementing the spirit of the Fifth Plenary Session of the 18 th CPC Central Committee,general secretary Jin Ping pointed out that: we should support party members and cadres who are brave to take on and innovate,and distinguish the mistakes made by Party members and cadres,And put forward the guiding principle of "three distinctions".In the nineteen major reports of the party,general secretary Xi Jinping stressed the importance of "stimulating and protecting entrepreneurship,encouraging more social subjects to devote themselves to innovation and entrepreneurship,and building a knowledge-based,skilled and innovative workforce,carrying forward the spirit of model workers and craftsmen." The connection between entrepreneurship and high-quality economic development shows that the CPC Central Committee attaches great importance to entrepreneurship.The first part of this paper summarizes three conclusions through the research of the existing literature on the reform and innovation and Entrepreneurship of state-owned enterprises: first,positive material incentive can promote the reform and innovation of state-owned enterprises,but it is lack of the guarantee of fault-tolerant mechanism,which may not achieve the optimization of incentive effect for state-owned entrepreneurs.Two,the strict accountability mechanism has prevented the state-owned enterprise leading cadres from acting disorderly and slowly,but there is objective risk of failure in state-owned enterprise management and innovation decision-making.3? Fault tolerance mechanism is an objective requirement for deepening the reform of state-owned enterprises and promoting the innovation and development of state-owned enterprises.Therefore,based on the summary of existing literature,this paper leads to the research topic of this paper: the research on the construction of fault tolerance mechanism in the reform and innovation of state-owned enterprises.The second part of this paper first reviews the reform process and innovation incentive mechanism of state-owned enterprises,and then introduces the importance of fault-tolerant mechanism.Through deepening the reform of state-owned enterprises and the practical problems faced by innovation and development,the necessity of fault-tolerant mechanism construction is emphasized from two aspects: Deepening the reform of state-owned enterprises and promoting the innovation and development of state-owned enterprises.Then this paper summarizes the experience of fault-tolerant mechanism construction of local governments and state-owned enterprises,summarizes the relevant documents of fault-tolerant mechanism construction of local governments and group companies,and evaluates the effect of fault-tolerant mechanism construction.In the end of this part,the experience of fault-tolerant mechanism construction is summarized.According to the differences of the main body of the fault-tolerant mechanism document,this paper summarizes the construction experience of local government fault-tolerant mechanism and the construction experience of state-owned group company fault-tolerant mechanism respectively,so as to make differential evaluation and analysis of the effect of different main body fault-tolerant.In the third part of this paper,through sorting out the policy documents and summarizing the policy effects of the current reform and innovation fault-tolerant mechanism in different regions,aiming at the shortcomings of the current reform and innovation fault-tolerant mechanism in different regions,such as weak pertinence,difficult operation,imperfect organization setting and lack of top-level design,the author puts forward the suggestions for improving the fault-tolerant mechanism,implementing the main responsibility,improving the organization design and strengthening the policy guidance Finally,the basic experience of fault-tolerant construction is summarized.Then,this paper selects Shenzhen City and State Grid Group Company as two cases of fault-tolerant mechanism construction of local government and group company.Through the detailed analysis of two typical cases,this paper describes the method of fault-tolerant mechanism construction in detail.From four aspects of policy basis,organizational structure,operation mode and handling results,this paper makes a comparative analysis of the fault-tolerant mechanism construction of Shenzhen and State Grid Group,and summarizes three basic experiences: the establishment of fault-tolerant mechanism should conform to the basic situation of enterprises and local governments,scientifically coordinate the construction of fault-tolerant mechanism,and establish the list of fault-tolerant rights.In the fourth part of this paper,through the experience summary and case analysis of the construction of fault-tolerant mechanism of local government and state-owned enterprises,the methods of fault-tolerant mechanism construction are summarized.From the establishment of fault-tolerant mechanism premise,construction principles and allowable fault identification standards,supporting measures and other aspects,the establishment of fault-tolerant mechanism has made principle provisions.It is believed that the establishment of fault-tolerant mechanism needs to do a good job in top-level design,guide public opinion,improve government management,laws and regulations,and improve the governance mechanism of state-owned enterprises as the premise of fault-tolerant mechanism construction;take "three distinctions" as the principle of fault-tolerant mechanism identification,and establish fault-tolerant judgment standards based on the characteristics of enterprises;establish and improve the clarification protection mechanism and positive incentive mechanism It is a supporting measure for fault tolerance mechanism.
