Research Improvement Of A Power Company's Comprehensive Budget Management System Based On EVA

Comprehensive budget management is the basic management system of enterprises under the market economy system,and it is an effective scientific management method for modern enterprises.With the rapid development of China's economy and the gradual improvement of the capital market,investors pay more and more attention to the long-term profitability of enterprises,and the change of investors' investment concept prompts enterprises to change their business objectives from profit maximization to enterprise value maximization.When selecting traditional budget indicators,they tend to ignore the cost of capital and pay no attention to the return on capital value.Especially in large state-owned enterprises,the weak awareness of enterprise value appreciation leads to the short-sighted behavior of the management in the operation decision,which seriously affects the long-term development of enterprises.A electric power company has long been on the accounting profit as the main management goal,the company the comprehensive budget management system is one of the biggest problems is to ignore the cost of capital,and attach importance to the cost of capital,EVA emphasizes application of EVA to A power company in the comprehensive budget system can effectively make up for the inadequacy of the current budget management,improve enterprise value creation ability.Firstly,this paper expounds the related research and related theoretical basis of scholars at home and abroad.Secondly,through the field investigation method and comparative analysis method,this paper analyzes the current comprehensive budget system of A power company,and concludes that A power company has specific problems in three aspects:budget preparation,budget implementation and budget supervision.Again,is currently A problems of comprehensive budget management system,power companies in the related literature and A power company,the actual budget on the basis of summing up the main factors of affect the budget and will influence factors are classified according to different levels,through questionnaire investigation and AHP analytic hierarchy process(AHP)to effect A electric power company the comprehensive budget management system at all levels of the specific factors influence analysis;Finally,combined with the field investigation,the paper proposes improvement plans and corresponding safeguard measures from three aspects of improving budget preparation,strengthening budget implementation and strengthening budget supervision,so as to provide reference value for the improvement of budget management system of the same type of power companies.
